The primary purpose of this position is to Direct, manage, and oversee operations of Production Controller functions in support of aircraft maintenance, overhaul and modification programs.

Oversees pre-production and repair processes of the depot program. Responsible for all aspects of aircraft depot work processes including planning, scheduling and maintenance support.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-03, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service.

Specialized experience is experience in leading and directing production control operations within a complex aircraft maintenance and overhaul environment; Performing leadership skills such as assigning workloads, monitoring project progress, resolving material delays, evaluating labor shortages, and ensuring the timely accomplishment of work assignments; Conducting complex studies and analyses that improve mission effectiveness and resource allocation.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, organize, lead functions, mentor and motivate the staff of an organization.

Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.

Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.

Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.

Ability to understand and deploy lean concepts in problem resolution.

Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.

Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Performs technical and administrative team lead duties over primarily employees on a regular and recurring basis over subordinate positions predominantly classifiable in the Business and Industry Group at the journey level or higher by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments.

Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development.

Serves as project lead/manager, regularly leading a variety of project team(s) across organizational lines conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation.

Represents the organization with a variety of installation and functional area organizations.
