This position is located under the Executive Director for Security Integration & Technology (EDSIT), leading the Red Team of PFPA.
As part of the portfolio, the EDSIT pilots, integrates, tests and evaluates, new security technologies and programs.
The Red Team provides a wide range of physical security support for all major projects within SITD and conducts tests and assessments of DoW organizations and facilities within the NCR for the purpose of evaluating compliance with DoW directives.
CONDITIONS OF EMPLOYMENT CONTINUED: The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE.
Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
This position is indexed as requiring the Security Fundamentals DoW Certification in accordance with DoW 3305.13-M, DoW Security Accreditation and Certification.
The employee must obtain the required certification within two years of entering on duty in this position.
This certification requirement only applies to employees hired or reassigned into this position on or after March 14, 2016.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Identifying security deficiencies, vulnerabilities, and corrective actions during formal survey inspections, oversight, and security assistance visits; and Applying the technical fundamentals of security technologies in support of critical infrastructure assessments; and Developing comprehensive reports on security infrastructure; and Applying application of new theories and developments for resolving complex security problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Incumbent typical work assignments may include the following: Serves as the Lead Physical Security Specialist (non-supervisory) for the PFPA Red Team program and is responsible for managing the activities of the team.
Communicates assignments, organizations strategic plan, mission, vision and values to the team, coaches team members, and identifies, balances, and distributes workload.
Serves as a technical authority, providing expertise in physical and electronic security systems, security processes, systems analysis, and project management.
Reconciles and resolves major uncertainties, unique situations, obscure problems, or conflicting objectives resulting from broad policy statements that are ambiguous in nature and require interpretation, such as a Plan of Actions and Milestones or Documented Risk Acceptance in situations where compliance with security guidelines interferes with security functionality.
Works with the Pentagon Police Division to establish and maintain a Trusted Agent program within PFPA to ensure that all exercises and tests are conducted in a safe manner.
Prepares and briefs all reports and results of tests directly to the Executive Director, SIT and the Principal Deputy Director. Identifies and tactfully reports security violations.
Develops short- and long-range exercises and testing plans, including unannounced assessments of security readiness by using a team of operators without pre-warning or support from the assessed target.
Provides PFPA senior leadership with an independent assessment on the Pentagon Reservation access and control vulnerabilities, and emergency response capabilities and develops plans to continuously challenge operations and organizational concepts from an adversaries' perspective.
Prepares all required Concept of Operations (CONOPs) for the technology and works with the operational Directorates to prepare relevant operational instructions or standard operating procedures.
Supports the testing and evaluation (T&E) of state of the art physical security technologies, which involves conducting market surveys, literature searches, and the design and execution of T &E activities to include report generations in support of PFPA's mission priorities.
Participates in system working groups and program technical status meetings and reviews.
