Summary

About the Position: Serves as a senior management and program analyst and team lead responsible for planning, directing, implementing, and overall administration of a myriad of management, analysis and advisory functions in support of the Directorate of Public Works programs and missions.

Specialized Experience: One year of specialized experience which includes: 1) assisting with budget planning and tracking, manpower management, human resources management, support agreements and various other Public Works initiatives; 2) utilizing General Fund Enterprise Business System (GFEBS) to create and research various funding execution documents and reports on costs associated with various programs and services; 3) experience working with Support Agreements, the Common Levels of Support initiatives, and Reimbursable Services Catalogs to perform cost analysis studies for determining reimbursable estimates to support customer billing; and 4) developing personnel management actions, to include recruitments, retirements, awards, etc.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.

Major Duties:

  • Provides the manager with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management
  • Provides direct team leadership to include budget planning and tracking; program and management analysis; manpower management; human resource management; strategic planning and objectives; support agreements; and various other initiatives
  • Advises Directorate of Public Works (DPW) management on program cost analysis; fiscal program planning; manpower analysis, and various other DPW programs.
  • Performs cyclic reviews of all support agreements for the DPW to ensure services requested by customers are reflected within each agreement to maximize reimbursement for services provided above the common level.
  • Performs analytical and evaluative work necessary to develop budget estimates, plans and programs for DPW functions.
  • Utilizes General Fund Enterprise Business System (GFEBS) to create and research various funding execution documents
