Lead GIS Developer

Office of Innovation and Technology | Remote | PERMANENT APPOINTMENT


This recruitment is open to WA residents and those residing on the ID/WA and OR/WA borders.


THE OPPORTUNITY

We’re looking for a Lead GIS Developer to help power the geospatial systems that support public health decisions across Washington State.

In this role, you will lead complex GIS development and platform work that turns raw data into reliable, usable tools for analysts, leaders, and partners.

Your work will directly support the modernization of DOH’s geospatial ecosystem, including disease tracking, emergency response, and statewide reporting that communities rely on every day.


This is a hands on, senior level technical role with real impact. You will design, build, and support enterprise GIS applications while helping modernize systems used across the agency and beyond.

Key Responsibilities:

  • Lead the design and development of enterprise GIS web applications and spatial tools.
  • Build and enhance applications using ArcGIS Online and ArcGIS Enterprise.
  • Support and improve legacy GIS systems during platform transitions.
  • Perform advanced spatial analysis, data visualization, and public health analytics.
  • Manage and maintain GIS databases, services, and geospatial data layers.
  • Administer and monitor ArcGIS Enterprise, Online, servers, and licenses.
  • Troubleshoot and resolve complex GIS, application, and system performance issues.
  • Translate user needs into technical designs, prototypes, and production solutions.
  • Collaborate with developers, analysts, testers, and subject matter experts across teams.
  • Contribute to documentation, standards, and continuous improvement efforts.
  • Support mission critical systems during public health emergencies as needed.

REQUIRED QUALIFICATIONS

  • Option 1: Eleven (11) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: data analytics, data science, GIS systems development, systems analysis, database management.


  • Option 2: An associate degree or higher in Information Technology program or a closely related field; and nine (9) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: data analytics, data science, GIS systems development, systems analysis, database management.


  • Option 3: A bachelor’s degree or higher in Information Technology program or a closely related field and seven (7) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: data analytics, data science, GIS system development, systems development, systems analysis, database management.


Additional Required Knowledge, Skills, Abilities, and Experience:

  • Experience leading or coordinating application development work, such as providing technical direction to developers, reviewing application deliverables for quality and performance, or supporting the successful delivery of complex, enterprise-level solutions.
  • Experience designing, developing, or supporting enterprise GIS applications or web based mapping solutions.
  • Experience administering or supporting GIS platforms such as ArcGIS Enterprise, ArcGIS Online, or comparable enterprise GIS environments.
  • Experience managing spatial data, including database backed GIS datasets, services, or geodatabases.
  • Knowledge of GIS system architecture, data flows, and spatial data concepts.
  • Proficient in using GIS tools to publish, manage, and maintain maps, services, or dashboards.
  • Skill in troubleshooting technical issues related to GIS applications, data, or system performance.
  • Ability to translate user or business requirements into technical GIS solutions and documentation.
  • Ability to work independently on complex technical assignments and provide technical guidance to others.


Preferred/Desired Knowledge, Skills, Abilities, and Experience:

  • Bachelor’s degree in Computer Science, Management Information System, Informatics, GIS, Software Engineering.
  • Experience supporting GIS systems in public health, epidemiology, environmental health, or government settings.
  • Experience analyzing and visualizing public health or population based datasets.
  • Experience supporting cloud based data platforms or hybrid GIS environments.
  • Experience modernizing or migrating legacy GIS systems to ArcGIS Enterprise or ArcGIS Online.
  • Experience responding to high visibility or time sensitive data requests and system outages.
  • Experience working in environments where GIS systems directly support federally required reporting or funding.
  • Demonstrated experience working with cartographic principles and practices.
