Full Job Description

You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the Procurement Appropriations and Division of the Comptroller Directorate of NAVAL SEA SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector leading or managing the financial management analysis of programs or project funds, costs, obligations, budget planning, formulating and execution, or financial reports to ensure compliance with policies and procedures within an organization.

  • You will serve as the team lead for the stewardship, execution, and oversight of Weapons Procurement, Navy (WPN), Other Procurement, Navy (OPN), Procurement, Ammunition, Navy and Marine Corps (PANMC) and Procurement, Marine Corps (PMC) budgets.
  • You will integrate financial management with acquisition planning to ensure funding strategies align with program milestones, contract actions, and delivery schedules.
  • You will lead formulation, justification, execution, and monitoring of procurement appropriations.
  • You will coordinate and resolve budget issues, questions, and marks, ensuring accurate, timely information is provided to justify and defend the NAVSEA budget to senior stakeholders.
  • You will Interpret budget guidance and oversee timely submission of accurate budget products in accordance with DoW and DON financial management standards.
  • You will coordinate with program executive offices, program managers, contracting activities, legal counsel, and higher headquarters to resolve funding issues related to all procurement accounts.
  • You will monitor the accuracy and integrity of budget controls to safeguard resources and support audit readiness.
  • You will serve as a liaison between financial management and acquisition communities to promote integrated decision-making and execution discipline.
  • You will develop and maintain recurring and ad hoc reports supporting budget execution and financial planning utilizing various financial systems to include Navy Enterprise Resource Planning (ERP) and Procurement Business Intelligence Service (PBIS).
  • You will lead and mentor team members supporting procurement accounts.
