This vacancy is for a GS-0028-13, LEAD ENVIRONMENTAL PROTECTION SPECIALIST located in the Department of Homeland Security, U.S.
Coast Guard, CGD East INCIDENT MANAGEMENT BRANCH-DRM in PORTSMOUTH, Virginia.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include performing the following types of tasks on a regular basis.
Providing qualitative analysis of pollution response strategies and tactics for effectiveness in mitigating pollution impacts during actual events or exercises.
Analyzing contingency plans for best recommendations to minimize impacts to resources at risk during real world or tabletop spill scenarios.
Developing and maintaining Salvage and Marine Firefighting policy. Experience of coordination of Natural Resource Trustees in addressing environmental impacts and consultation on removal actions.
Coordinating NCP special teams for real world events and exercise.

You will serve as a LEAD ENVIRONMENTAL PROTECTION SPECIALIST and be responsible for assisting the Federal On-Scene Coordinators (FOSCs) within the District in identifying, evaluating, and working to mitigate the adverse environmental effects of oil discharges and hazardous substance releases into the marine environment.

Typical work assignments include: Serve as the DRAT technical specialist on spill response management, including DRAT team training, selection, logistics, and administration.
Develop and maintain contact with federal; state, and local agencies and industrial and other organizations with concerns related to spills of oil and hazardous substances.
Provide technical assistance to the Area Committees and Federal On Scene Coordinators in the formulation and preps of contingency and response-plans for spills of oil and hazardous substances in CG East District.
Coach others in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in id'ing the parameters of a viable solution.
Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.
Responsible for overseeing and managing team member responsibilities.
Communicate team consensus and recommendations to the supervisor on actions affecting team and individual awards, rewards and recognition.
