Full Job Description

Under direction, is responsible for overseeing the day-to-day operations of the Human Resources office within a client department by interpreting, administering, and ensuring compliance with City of San Antonio policies, procedures, and programs. Serves as the liaison between assigned departments and other divisions of Human Resources. Acts as an internal consultant to senior management and executive staff to assist clients in achieving their strategic goals. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

  • Provides supervision to assigned staff. Plans and assigns work of others in a high-volume department or group of departments.
  • Oversees and resolves complex employee relations issues when necessary.
  • Performs all functions of assigned staff, as necessary, to include employee relations, recruitment, and compensation and benefits, employee
    development, and workplace safety. Plans, develops, organizes, implements, directs, and evaluates the City's Human Resources function and performance.
  • Analyzes trends and metrics to develop solutions, programs, and policies for the client department.
  • Provides guidance and input on business unit reorganizations, workforce planning, and succession planning.
  • Seeks to develop integrated solutions to Human Resources issues.
  • Translates the strategic and tactical business plans of client departments into Human Resources strategic and operational plans.
  • Acts as a liaison between department managers and union representatives.
  • Conducts research on various topics related to Human Resources.
  • Analyses and integrates data to determine occupational and market trends; draws conclusions, and makes recommendations based on that data.
  • Conducts work force analysis, assessments, and evaluations. Interprets data to develop Human Resources programs; coordinate program development; and implement.
  • Performs related duties and fulfills responsibilities as required.

Qualifications

  • Bachelor's Degree from an accredited college or university.
  • Four (4) years of increasingly responsible experience in municipal government, business or a related field.
  • Valid Class "C" Texas Driver's License.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

    Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

    Preferred Qualifications
    • Four (4) or more years of experience in Human Resources with a focus on Employee Relations in a government organization.
    • PHR, SPHR, SHRM-CP, or SHRM-SCP Certification.
    • Supervisory experience.

    Applicant Information

    Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job.

    One year of full-time experience is defined as 30 or more hours worked per week for 12 months.

    One year of higher education is defined as 30 credit hours completed at an accredited college or university.
