This role involves supporting a city department by handling employee issues, ensuring compliance with policies and laws, and advising leaders on HR matters to help the team succeed.
It's like being an internal HR guide who investigates complaints, plans for staff needs, and builds strong relationships between managers and employees.
A good fit would be someone with HR experience who enjoys problem-solving, communicating clearly, and working in a team-oriented government setting.
Manages and resolves complex employee relations issues by conducting effective, thorough, and objective investigations for working condition complaints, disciplinary actions, EEO complaints, and grievances.Analyzes trends and metrics to develop solutions, programs, and policies for the client department(s).Provides guidance and input on departmental business unit reorganizations, workforce planning, succession planning and other related matters.Manages client relationships by setting expectations; communicating project status and issues; resolving concerns; analyzing issues; preparing reports; and meeting or exceeding client expectations.Assists in identifying training needs and facilitates or coordinates training for client department(s).Keeps department apprised of vacancies, affirmative action goals, workers' compensation experience, and turnover.Serves as a consultant to department management on all Human Resources related issues and ensures department is compliant with established policies and procedures.Serves as a resource to employees regarding workplace questions and concerns.Acts as a liaison between department management and employees, including any union representation.Provides performance management guidance to line management (coaching, counseling, career development, and disciplinary actions).May be responsible for providing departmental transactional support.Performs related duties and fulfills responsibilities as required.
Qualifications Employee Relations Analyst:Bachelor's Degree from an accredited college or university with preferable coursework in Human Resources, Public Administration, Business or other related field.
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Preferred Qualifications:Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job.
One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
One year of higher education is defined as 30 credit hours completed at an accredited college or university.
