The primary purpose of this position is to operate as a Lead Educational Technician providingplanning, directing, organizing, and exercising leadership and mentorship for nonsupervisoryemployees assigned to the Child Development Programs, Child and Youth Services Flight, and 49thForce Support Squadron.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 1702 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes practical knowledge of an extensive body of rules, procedures, concepts, and methodology of child and youth development in order to provide appropriate care and programs.

This involves enforcing policies and regulations, performing internal inspections on those being lead.

Ensures adequacy of child care and programs, and modifies the curriculum/programming in coordination with the Activity Director or Training and Curriculum Specialist to meet the physical, emotional, social, and cognitive needs of children's development.

OR EDUCATION: Successful completion of one full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of Child Development regulations, procedures, and processes. 2.

Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development. 3.

Knowledge of Child Development Center regulations, programs, and operations.

Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment. 4.

Skill and ability to lead employees, providing direction and guidance. 5. Ability to develop creative and innovative activity and special program plans. 6.

Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Designs, implements, and reviews activity plans. Observes and evaluates each child's health and development and reports on and maintains records of observations.

Provides technical assistance/guidance and leadership to all junior employees assigned to the program.

Responsible for assisting the Assistant Director/Director with the operations of the Child Development Center.
