Full Job Description
The Office of County Counsel has an opportunity for a Law Office Supervisor I/II - CN (Confidential) in Riverside. The level at which this position will be filled is at the department's discretion.
The Law Office Supervisor will support the fiscal, administrative, IT, and recordkeeping operations within the Office of County Counsel. This role will assist with key administrative functions, including billing, fiscal reporting, account reconciliation, payroll duties, equipment inventory, and records management. The position will also provide essential IT support for department staff, including troubleshooting system issues, supporting improvement projects, and coordinating technology setup for workstations, and equipment inventory. Responsibilities also include assisting with front desk operations such as answering phones, routing calls, stocking supply rooms and mail pickups.
A major component of this role involves supporting ongoing improvement projects. These include timesheet/payroll updates, automating our billing processes, implementing templates in ProLaw, and generating reports that integrate ProLaw data into Power BI to support caseload tracking for each division.
The ideal candidate will have experience in payroll, IT support, Power BI, financial reconciliation, and records management. Preferred background includes project management and the ability to troubleshoot basic computer and printer issues, including submitting IT tickets. Knowledge of Laserfiche, ProLaw, and PeopleSoft HCM/Financials is strongly preferred. The role requires familiarity with retention schedules and managing files that must be preserved and scanned. Coursework or experience in accounting or finance is helpful. Candidates should be proficient with Microsoft Office, Adobe, and especially Excel at an intermediate to advanced level (formulas, VLOOKUPs, pivot tables, and data/billing analysis). Experience using Power BI to create dashboards, such as tracking open cases, is also desired.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

The
Office of County Counsel is a full-service law office that provides advisory and litigation support on issues of vital concern to the County and its residents such as health care, public safety (sheriff, jail, fire, ambulance), child welfare, land development, code enforcement, environmental protection, public finance, taxation, and elections.
Requirements
• Plan, organize and supervise law office activities that are involved in internal document processing and workflow; supervise subordinates in office activities such as the preparation of affidavits, agreements, briefs, calendars, misdemeanor and felony complaints, contracts, declarations, and depositions; evaluate the work of subordinates and recommend appropriate merit pay increases; responsible for discipline and morale of staff; interview and select subordinate clerical personnel; assign and train subordinates in a variety of law office tasks including the operation of personal computers, including software and related IT equipment.
• Administer, direct or supervise office and facility security, general office and equipment maintenance, records control and retirement, employee timekeeping and payroll reporting, maintenance of personnel records and position control within HCM system, mail and correspondence routing, office safety and injury reporting, filing of correspondence and case data, and maintenance of office directives and policy statements.
• Confer with attorneys regarding clerical support, equipment requirements, office policies, and operating procedures; establish clerical work priorities and develop production standards.
• Interpret and ensure compliance with departmental policies, rules and regulations among subordinate staff; work independently making procedural decisions affecting clerical and departmental operations.
• Check legal references for correct citation; conduct periodic meetings with subordinates; represent the department on committees and task forces that are created to study inter- and intra-departmental problems; maintain working knowledge of various automated and manual systems and procedures; create and maintain information control when no longer needed.
• Submit requisitions for supplies as needed; prepare reports, correspondence, legal documents, and directives relative to law office clerical operations; responsible for the collection of funds for discovery and other fees.

Option IIExperience: Four years of progressively responsible clerical experience in a legal office or criminal justice agency which included one year as a County of Riverside Senior Legal Support Assistant with lead and/or supervisory experience.

Experience:
Five years of progressively responsible clerical experience in a legal office or criminal justice agency which included three years of supervisory responsibility.
ALL OPTIONS
Knowledge of: The principles of supervision, training, motivation, and organization; office layout and management principles and techniques; legal procedures, legal terminology, procedures, and practices of local, state and federal courts; legal formats including briefs, motions, opinions, resolutions, and subpoenas; modern office equipment, machines and supplies which includes computer hardware and software; proper telephone procedure; recordkeeping systems.
Ability to: Plan, organize and coordinate the complex clerical functions of a public law office; effectively supervise the work of others; prepare a variety of legal documents; analyze situations accurately and take effective measures; understand, interpret and apply laws, rules and regulations and to use proper judgment in their application; secure and maintain effective and cooperative relationships with others; prepare correspondence, reports and directives.
License: Possession of a valid CA Driver's License is required at time of hire. The incumbent will be travelling to satellite locations throughout the County to maintain data and equipment inventory.
Physical:
Assisting with front desk operations such as walking to the post office and doing mail drop offs and pickups, stocking office supplies and managing equipment inventory. Organizing file boxes and coordinating equipment setup.
