Full Job Description

This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Springfield, Virginia.

Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Conducting compliance reviews of law enforcement or security operations for an assigned program or region; and Performing risk-based assessments to identify security vulnerabilities at facilities or within assigned operations; and Supporting internal or external audits of security or law enforcement programs; and Preparing briefings for managers or field stakeholders on compliance-related issues.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.

ADDITIONAL CONDITIONS OF EMPLOYMENT: Essential Personnel: This position may be designated as essential personnel.

Essential personnel must be able to serve during continuity of operation events without regard to declarations of unscheduled leave or government closures due to weather, protests, acts of terrorism, or lack of funding.

Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C.

§ 7501-7533 and 5 CFR Part 752, as applicable). Firearms Requirement: The incumbent will be required to carry a firearm while performing duties of this position.

Maintaining firearm proficiency is also mandatory. The incumbent must satisfactorily qualify each quarter or as directed by leadership. (.

Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.

Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment of the Gun Control Act of 1968.

Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.

Law Enforcement: As required, the incumbent must maintain law enforcement qualifications and possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees, and members of the general public located and/or conducting business in government-owned or leased properties.

Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations.

Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect throughout the duration of the assignment.

Occupational Safety and Health Requirement: The incumbent will be required to comply with all pertinent Occupational Safety and Health Administration (OSHA) requirements including use of all personal protective equipment (PPE) provided, in accordance with training, work instructions, and as required by the task at hand.

Training: Incumbent must meet the established experience, basic training and in-service training requirements established for the enforcement of police powers.

Incumbent must successfully complete the designated, required training, which includes the Uniformed Police Training Program (UPTP), the Agency Individual Training Program (AITP).

Additionally, the incumbent must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other recurring in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.

Training Certifications: Incumbent must complete the National Weapons Detection Training Program (NWDTP) & maintain all NWDTP certification and trainings along with all SFI (Senior Firearm Instructor) training and certifications.

Be familiar with all aspects of PSO basic training to include regional orientation and all aspects of vendor provided training. Major Duties:

The primary purpose of this position is to serve as the senior compliance and quality management specialist responsible for evaluating FPS law enforcement and security operations for adherence to applicable laws, regulations, and policy; conducting risk-based compliance reviews; supporting audit/quality controls; and delivering findings and recommendations that strengthen governance, reduce risk, and improve operational performance across the program.

Duties performed: Lead program-wide compliance program ensuring adherence to laws, policy, and security standards.

Conduct risk-based compliance reviews/assessments, identify gaps, and drive corrective actions.

Serve as a senior Subject Matter Expert (SME), delivering briefings and written products to inform leadership decisions.

Support audits and strengthen quality management, governance, and change control processes.

Provide law enforcement oversight and incident support; coordinate investigative and documentation activities.
