Summary

This entry-level role at the Department of Homeland Security involves supporting law enforcement and security operations, such as helping with investigations, inspections, and administrative tasks to protect people, property, and federal assets.

Full Job Description

Direct Hire Authority: This position will be filled through the Office of Personnel Management's Direct Hire Authority.

The "Rule of Three", Category Rating and Veterans Preference will not apply to this vacancy.

Minimum Qualifications: GS-07: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Assisting in conducting security or law enforcement investigations and/or inspections; Providing law enforcement, investigative, or security assistance to support operations enforcing laws or ensuring compliance to protect life, property, facilities or Federal assets; and Performing administrative and mission support activities for law enforcement, investigative, and/or security operations (e.g., gathering information, preparing documentation, drafting reports, evaluating evidence, reviewing records, identifying issues).

OR Have successfully completed one full year (18 semester hours or equivalent) of graduate education from an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work.

OR Have successfully completed a bachelor's degree from an accredited college or university AND meet Superior Academic Achievement (SAA) based on ONE of the following: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.

-OR- 2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

(Grade-point averages are to be rounded to one decimal place.

For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) -OR- 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies.

OR Have a combination of some specialized experience, but less than one year; and some graduate education but less than one year as described in the paragraphs above, that when combined, equals at least 100% of the total requirement.

Minimum Qualifications: GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Participating in on-site inspections of facilities to assess compliance with security regulations and requirements; Performing law enforcement, investigative, or security activities (e.g., patrolling assigned areas, investigations, making arrests) to preserve order and ensure compliance with laws and regulations to protect people, property, or facilities; and Preparing reports related to law enforcement, investigative, and/or security operations (e.g., documenting findings, evaluating evidence, identifying issues, and making recommendations).

OR Have successfully completed a master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to a master's degree; or L.L.B or J.D., if related, that provided the knowledge skills, and abilities necessary to perform this work.

OR Have a combination of specialized experience (less than one year) and graduate education (beyond one year of graduate education), that when combined equals 100% of the qualification requirement.

Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation.

Training: Incumbent must meet the established experience, basic training and in service training requirements established for the enforcement of police powers.

Incumbent must complete the designated, required training which includes the basic Criminal Investigators Training Program (CITP), at the Federal Law Enforcement Training Center (FLETC); Uniformed Police Training Program (UPTP), the Advanced Individual Training Program, (AITP) and the Physical Security Training Program (PSTP).

Additionally, the selectee must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.

Law Enforcement: The position shall possess law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties.

Pre-employment Medical Requirements: Prior to appointment, the individual selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties, such as protecting citizens, making arrest, and responding to situations requiring physical agility and quick and legally sufficient decision making.

The incumbent must successfully pass a pre-employment medical examination which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities.

In addition, the incumbent must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment.

This position may be subject to periodic incumbent examinations in the future. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.

A person convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

Firearms Requirements: The incumbent will be required to carry a firearm while performing duties of this position. Maintaining firearms proficiency is mandatory.

Mobility Agreement: This position may require the incumbent to be reassigned to different geographic locations.

The incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment. Major Duties:
