The primary purpose of this position is To perform manual labor tasks involving the use of common hand tools and simple power equipment which require little or no special skill, experience, or training and may involve a number of successive steps or processes.
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3500 General Services and Support Work Family located here.
Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.
Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision.

(other than blueprints) Ability To Use and Maintain tools and Equipment Dexterity and Safety IDEAL CANDIDATE: The primary purpose of this position is to provide a Student Trainee, who has been appointed to the Pathways Summer Program, with on-the-job training and guidance.
To perform manual labor tasks involving the use of common hand tools and simple power equipment which require little or no special skill, experience, or training and may involve a number of successive steps or processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL EFFORT: Exerts moderately heavy physical effort, occasionally lifting and carrying heavy objects weighing up to 50 pounds (about 23 kilograms), frequently lifting and carrying moderately heavy objects up to 40 pounds (18 kilograms), and frequently pushing heavy objects such as furniture on dollies and loaded carts.
WORKING CONDITIONS: Outside work is usually performed under all kinds of weather conditions.
Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops.
Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts, and scrapes.
Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toe shoes to avoid possible hazards in the work area.
Major Duties:
Loads, unloads, moves, and stacks material such as heavy boxes and bulky items by hand, hand trucks, or dollies.
Operates hand tools and simple power equipment such as hand lawnmowers, walking-type power mowers, handsaws, hatchets, and clippers to perform tasks such as mowing lawns, clearing small trees and bushes, and removing snow.
Performs a variety of manual tasks such as moving, arranging, collecting, and cleaning equipment and materials.
Utilizes safety practices and procedures following estblished safety rules and regulations and maintains a safe and clean work environment
