The primary purpose of this position, Laborer, WG-3502-04, is to perform heavy laboring tasks which require significant manual skill/very heavy physical effort operating equipment that includes characteristics such as single-function performance and components that are independently controlled through various hydraulic and/or mechanical devices such as large, complex riding lawn mowers, etc.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Support Jobs.
Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.
Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED.

ABILITY TO WORK AS A MEMBER OF A TEAM ADDITIONAL INFORMATION: PHYSICAL EFFORT: The employee exerts very heavy physical effort in operating large, riding mowers on grades and in areas with bushes, trees, and other visible obstacles that require significant maneuvering and lever control.
Some arm and leg movement is required to manipulate equipment controls. Employee frequently lifts and moves equipment and components weighing over 50 pounds (23 kilograms).
A PRE-EMPLOYMENT PHYSICAL IS REQUIRED. WORKING CONDITIONS: Work is performed outside in all kinds of weather and inside in areas that may be dusty, drafty, and noisy.
The equipment, tools, and tasks involved frequently require extreme care and use of safety gloves, ear plugs, safety glasses, steel-toe shoes, or respirators to avoid severe injury such as fractures, severe cuts, and back strain.
IMPORTANT NOTE: THESE POSITIONS WILL BE FILLED TEMPORARY NOT TO EXCEED 89 DAYS FROM THE HIRE DATE OR 30 SEPTEMBER 2026.
A temporary appointment does not confer eligibility for noncompetitive movement to other positions or for reappointment after separation from employment.
If you are an employee on a temporary appointment (appointment limited to one year or less); And you are expected to work 130 hours per month or more for at least 90 days, you are eligible to enroll in Federal Employee Health Benefits (FEHB) with a full government contribution, provided you are not covered under the Part-time Career Act.
Temporary employees are not eligible to participate in the Thrift Savings Plan.
NOTE: Current Federal Civilian employees may apply for temporary and term positions and if selected, a break in service of at least 3 days may be required prior to appointment to the position.
AGE REQUIREMENT: (1) Applicants must be at least 18 years of age, OR (2) at least 16 years of age AND (a) have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) have completed a formal vocational training program; or (c) have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) be currently enrolled in a secondary school and work ONLY during school vacation periods.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
-Operate large, complex riding lawn mowers and similar types of specialized mowing equipment (e.g., multiple and independently-controlled cutting decks) and/or specially designed riding mowers that operate on slopes and require constant attention to working space and environment.
-Review assigned project or plan.
-Complete all aspects of special assignments involving several steps, phases, or detailed procedures (e.g., preparing ground, laying sod, planting flowers or shrubs, and using simple drawings to establish a planting pattern and/or design).
-Utilize safety practices and procedures following established safety rules and regulations and maintain a safe and clean work environment.
