As a HR Specialist (Labor Relations) with the US Office of Personnel Management, Benefits, Performance & Employee Relations Division, you will provide expert advisory services on complex labor relations matters, lead agency-wide labor relations programs, represent management in negotiations, and ensure compliance with Federal labor laws and policies while supporting organizational objectives.
Applicants must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service (or equivalent) performing all of the following: Providing expert labor relations advisory services to management on complex issues involving grievances, arbitration, collective bargaining, and dispute resolution; Interpreting and applying Federal labor relations laws, regulations, case law, and guidance to develop policy positions and recommendations; Representing management in negotiations or discussions with union officials on sensitive or high-impact labor relations matters; and Analyzing complex labor relations issues and developing strategies, policies, or program improvements to support organizational goals.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.

Serves as a senior advisor to management on complex labor relations matters, including grievances, arbitrations, and collective bargaining.
Leads and coordinates the development and implementation of agency-wide labor relations policies, programs, and strategies.
Represents the agency in negotiations with union officials on sensitive and high-impact labor relations issues.
Provides authoritative guidance on Federal labor laws, regulations, and case law, ensuring compliance and effective program execution.
Analyzes complex labor relations issues, develops solutions, and advises leadership on policy and procedural changes.
Develops and delivers training and education programs to support labor relations initiatives and workforce understanding.
Builds and maintains effective relationships with leadership, employees, and union representatives to support organizational goals.
