The Department of Children, Youth, and Families (DCYF) is seeking a qualified and committed Juvenile Rehabilitation Security Manager to provide leadership and oversight of all security operations at Echo Glen Children's Center.

This position plays a critical role in maintaining the safety of youth, staff, visitors, and the surrounding community while supporting a rehabilitative, trauma-informed environment.

The Security Administrator helps ensure a safe, secure, and structured setting where youth can receive services and support that promote accountability, growth, and successful rehabilitation, aligned with DCYF’s vision that all Washington’s children and youth grow up safe and healthy, thriving physically, emotionally, and educationally, nurtured by family and community.

The Opportunity:

As the Juvenile Rehabilitation Security Manager you will manage the overall security operation for Echo Glen Children’s Center, ensuring compliance with Performance-Based Standards (PBS), the Prison Rape Elimination Act (PREA), National Commission on Correctional Health Care (NCCHC) standards, Washington statutes, and Juvenile Rehabilitation policies.

You will serve as a member of the EGCC Executive Management Team and exercise independent judgment, and decision-making authority related to safety, security, and emergency response.

You will lead efforts to reduce contraband, ensure appropriate use-of-force practices, and support violence reduction while maintaining a secure and therapeutic campus.


Some of what you will do:

  • Lead, manage, and supervise the facility’s security team, including Security Supervisors and staff responsible for custody, safety, and security of youth, staff, and visitors in a 24/7 operation.
  • Oversee campus-wide security operations, including perimeter security, living units, academic school security, roving patrols, and after-hours incident response.
  • Ensure compliance with JR policies, PBS, PREA, NCCHC standards, and state statutes governing care and custody within juvenile institutions.
  • Supervise and support staff performance through hiring, training coordination, performance evaluations, corrective action, and disciplinary recommendations as needed.
  • Manage and oversee video surveillance systems, incident reviews, evidence handling, and coordination with law enforcement, CPS, and investigative units.
  • Lead contraband reduction efforts, including K9 contract oversight, drug testing processes, and chain-of-custody evidence management.
  • Develop and maintain secure, trauma-informed intake processes that meet regulatory timelines and youth safety requirements.
  • Serve in rotational after-hours administrator duties, responding to critical incidents, escapes, and emergencies, and reporting to executive leadership as required.


Required Qualifications:

One (1) year of experience as a Juvenile Rehabilitation Security Manager or Juvenile Rehabilitation Officer 4;

OR

Four (4) four years of experience in the areas of work such as: social services, security guard, correctional officer, police officer, police reserve officer, military police, or other law enforcement work.

AND

  1. The ability to take action to learn and grow.
  2. The ability to take action to meet the needs of others.


Two years of college will substitute, year for year, for two of the required years of experience.


A valid driver's license is required for these positions.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Experience in a juvenile justice 24/7 environment to include knowledge of PREA, NCCHA, PbS, Integrated Treatment Model and Trauma-informed Care.
