Salary: $78,816 - $98,520 The indicated salary does not include the on-site 24/7 5% premium pay and an additional 5% premium pay for King County employees.

The Opportunity:
As a key member of the Institution Business Service Administration team, this position plays a pivotal role in overseeing the efficient operation of Echo Glen Children's School. The incumbent will provide strategic leadership and supervision, establish comprehensive policies, define measurable outcomes, and set actionable goals. Core responsibilities include evaluating staff performance, facilitating training, implementing corrective measures when necessary, and authorizing program modifications to align with institutional objectives.

This role also involves producing accurate and actionable business and financial intelligence to support informed decision-making and critical stakeholder engagement.

Furthermore, the position collaborates closely with the Headquarters team to ensure the consistent design, development, and execution of robust policies, procedures, and internal controls across all offices and institutions, fostering operational excellence and accountability.


Some of what you will get to do:
  • Direct and manage all facets of institutional activities related to the procurement of goods and services.
  • Reconcile and maintain the books for local fund accounts.
  • Coordinate and consult with Superintendents on business and financial affairs.
  • Develop, direct, and manage expenditures to achieve cost efficiencies.
  • Manage direct control of discretionary spending.
  • Manage local facility funds, ensuring compliance with DCYF administrative policies and procedures.
  • Review and approve all requisitions, purchase orders, and direct payments for necessity, fund availability, and purchasing authority.
  • Manage staffing levels, including overtime, callback, and emergency staffing levels during an emergency or critical incident.
  • Manage and direct facility client/personal service contracts.
  • Negotiate and write contracts through coordination with executive team members and DCYF central contracts.
  • Develop and implement contract monitoring policies and procedures.
  • Interpret State and DCYF accounting policies and procedures for managers, supervisors, and staff.
  • Develop and implement fiscal processes, policies, and procedures necessary to support the business office.
  • Develop, implement, and evaluate auditing procedures to ensure compliance with internal controls and documentation requirements.
  • Liaison with school districts on fiscal management issues.

What we are looking for (Required Qualifications):

  • Seven years of professional experience in budget, finance, cost analysis, and/or accounting.
OR
  • Five years as a Juvenile Rehabilitation Business Manager.
OR
  • A Bachelor’s degree in business, public administration, accounting, finance, social services, or a closely allied field AND three (3) years of professional experience in budget, finance, cost analysis, and/or accounting.
OR
  • A Master's degree in business, public administration, accounting, finance, social services, or a closely allied field AND two (2) years of professional experience in budget, finance, cost analysis, and/or accounting.
AND
  • Three (3) years supervisory experience (may run concurrently with other required experience).
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Knowledge of:
    • Principles and practices related to the development and administration of operating budgets.
    • Applicable laws and regulations pertaining to finance in the state government.
    • Techniques and methods in interpreting reports and statistical data.
    • Basic functions of a state or local government.
    • Familiarity with the state contracting process, Washington Administrative Code, Revised Code of Washington, DCYF Administrative Polices, JR policies.
  • Ability to:
    • Analyze complex budget and revenue issues.
    • Research and obtain vital information for the management of assigned programs.
    • Provide clear and accurate financial reports to executive managers and provide recommendations.
    • Assure appropriate and optimum use of the organization's resources.
    • Maintain accurate records and files.
    • Lead and direct staff.
    • Enhance the effectiveness of employees through timely performance appraisal and professional development opportunities.
