About the Work Unit
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.
Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.
Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security.
CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process.
There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:
Chief Administrative Officer’s office
Accounting Services and Commercial Cards led by the Controller
Budget and Policy led by the Budget Director
Purchasing and Contracts by the Purchasing Director
Logistics Services Section led by the Logistics Director
Property Services Section led by the Property Services Director
The Property Services Section (PSS) is the department’s subject matter experts on real property*, property management, facilities maintenance, insurance, construction, leasing and environmental matters.
This section provides centralized support to all functional and administrative needs for department facilities through three functional units:
Facilities Maintenance Branch (FMB).
This branch contains structural repair and skilled trades technicians who maintain, repair and update our department facilities to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the building’s occupants.
The work unit provides for a safe, high-quality physical work environment by maintaining buildings and grounds in compliance with acceptable professional standards.
Property Management Branch (PMB).
This branch conducts property leasing, property or campus management (includes the Kipling Campus), real estate acquisitions, property and contents insurance and environmental reporting for the Greening Government and Executive Order related programs (EnergyCAP, annual reports, etc).
Capital Development and Planning Branch (CDPB).
This branch conducts program driven construction and major renovation or maintenance driven projects arising out of an agency/institution’s need to create, expand, or alter a program due to growth, advances in technology or changes in methods or program delivery, or the deterioration of a facility’s physical and functional condition, including site and infrastructure, and the ability to comply with current building and life safety codes and various certifications and standards.
This branch receives project requests, plans, develops, and manages Capital Construction projects for all CDPS owned facilities.
In coordination with the Property Services Director, the Office of the State Architect (OSA) and CDPS divisions, plans, requests and manages Controlled Maintenance projects for all CDPS owned facilities.
CDPB is responsible for the development and maintenance of the CDPS Operational and Facilities Master Plans and develops Facility Program Plans and capital request submissions pursuant to the Statewide Planning Framework process implemented by the OSA.
The CDPB, and personnel assigned to this organization, serves as a delegated extension of the Office of the State Architect ensuring CDPS can adequately maintain infrastructure and develop or modernize facilities to meet programmatic requirements while operating under State rules, regulations, processes and fiscal guidelines.
