Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT).

As a IT Specialist (ENTARCH), GS-2210-13, you will provide technical expertise and program management in conceptualizing, creating, and continuing Enterprise Architecture (EA) program within CMS.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Developing or implementing Data Architecture (DA) principles and practices; and Identifying Data Architecture related inefficiencies, redundancies, and waste to develop solutions; and Leading Data Architecture projects and ensuring alignment with agency process, budget, and IT system requirements; and Conducting Data Architecture studies to develop human centered design data analysis (e.g., identify data quality issues and gaps, data element to user touchpoints to journey maps); and Creating standard Data Architecture documents (e.g., Data Dictionary/Catalog, Data flow Diagrams, Logical Data model and system models).

In addition to the qualifications listed above, you must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

  • Direct the development and use of an enterprise architecture and investment process to reduce risk, align IT with business user needs, and manage IT as an investment.
  • Provide expert technical, analytical, and management guidance for the planning, review, evaluation, implementation, coordination, and integration of the CMS EA.
  • Lead projects for enterprise architecture studies to identify and determine business requirements using human centered design principles including creating personas, process flows, journey maps, service design blueprints, and other experience maps.
  • Support the development of IT capital planning with links to strategy/business, budget/financial management, and software/hardware capabilities.
