The primary purpose of this position is: To perform as an Information Technology Specialist and providesupport for a variety of Information Technology (IT) activities, including complex data management,systems analysis, and applications software development and implementation issues.
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).
https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience using systems analysis methods, tools, and techniques, basic IT architecture and technical documentation methods; able to apply IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications, both hardware and software; applications software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing; experience with performing feasibility studies, cost analyses, and develop proposals that represent a best course of action along with suitable alternatives; analyze functional IT system requirements, translate findings into functional requirements, develop supportable recommendations for enhancement, apply a wide range of methodologies and tools, and to design, write, code, debug, test and maintain applications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.

Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.

Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.

Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.

Ability to gather facts and use analytical and evaluative methods to assess requirements; apply CASE tools to design and development processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as a systems analyst in assessing IT requirements. Administers and manages database operations. Conducts system integration and testing and troubleshoots software and application discrepancies.
Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.
