The primary purpose of this position is to serve as a senior IT systems program manager, planner, Agile/DevOps lead and solutions risk management control expert overseeing the development of government software solutions.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series, 2210 (alternative A).

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes demonstrating expertise in IT systems analysis and applications software concepts, functions, techniques and capabilities.
Management of IT information systems and applications software technology and software projects for aviation platforms.
Directing, organizing and overseeing the functions, work, and staff of an organization through distribution to subordinate supervisors ensuring the effective use of resources to achieve organizational goals and objectives.
Reviewing and advising on policies and procedures for accomplishment of IA/cybersecurity to include engineering, installation, operations, and maintenance of information systems, networks, and communications.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of policies and procedures related to the planning, management, and development of software projects for aviation platforms. 2.
Knowledge of safety and security regulations, practices, and procedures. 3.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.
Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Serve as senior AFRC cybersecurity analyst, IT expert and liaison. Serves as AFRC Command IT Program Manager and IT specialist.
Provides substantive input to complex, long- range program, branch, division strategic planning and operational documents.
Supports solution customers by providing direct assistance and creating help materials.
