Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT).

As a IT Specialist (APPSW), GS-2210-14, you will serve as a technical authority and program expert for the design, development, engineering and modernization of agency applications that incorporate web-based and mainframe technologies and standards.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Applying advanced enterprise IT architecture expertise to design and implement complex, large-scale systems solutions that support organizational program and policy objectives; Developing and engineering sophisticated applications using modern technologies (e.g., Java/J2EE, cloud-native architectures), incorporating web based and mainframe systems to ensure seamless enterprise-wide integration; Providing technical guidance and recommendations to senior management on IT architecture, system design, and implementation strategies to align technical solutions with business and program goals; AND Analyzing emerging and existing technical challenges to identify and recommend solutions with significant program and policy implications.

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

  • Serve as a technical advisor and technical expert for the design, development and engineering of complex IT applications and underlying data structures.
  • Develop strategies and plans to translate product vision, strategic objectives, and management directives to engineer and architect advanced IT application systems/products/services that deliver value to the program and business.
  • Review a variety of short-, intermediate and long-range studies and technology solutions to ensure current and proposed operational systems/IT products/IT services and development methods.
  • Advise members of management to enable strategic decision-making as well as product or development teams. Guides the evaluation of proposed technical solutions.
