Job Description

Summary

This job involves creating, updating, and maintaining software systems for financial and accounting operations in the Department of Defense, ensuring they run smoothly and meet user needs.

Specialized experience is defined as: Experience developing, implementing, coding, testing, operating, and modifying software and automated systems; conducting systems requirement reviews and take necessary corrective action; applying IT principles and practices in the software development process; using Common Business Oriented Language (COBOL) programming language to code and maintain software engineering solutions.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Provide for effective development, implementation, operation, maintenance, and modification of major finance and/or accounting automation information systems to meet user needs and systems requirements.
  • Analyzes functional and technical requirements of proposed or existing IT systems to determine avenues of development or modification necessary to meet mission objectives.
  • Participates in systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
  • Prepares system change/programming specifications, and specifies programming instructions to document the functional and technical requirements.
  • Identifies how system modifications or new systems or subsystems affect current systems and prioritizes proposed system changes or developments.
  • Prepares and executes tests for system or subsystem software validation. Reviews test results for effectiveness in meeting specifications and takes necessary corrective actions based on testing results.
