Job Description

Summary

This job is for an IT Project Manager in the Veterans Affairs Inspector General's office, where you'll oversee technology projects from start to finish, manage teams of staff and contractors, and ensure everything runs smoothly while addressing risks and security needs.

It's ideal for someone with strong leadership skills and experience in handling complex IT initiatives in a government setting.

You'll provide expert advice to help improve the office's IT systems and support its mission.

OIG is organized into six operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, and Office of Management and Administration.

In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience or General experience for this position includes: Leading Information Technology (IT) projects through the lifecycle; AND Developing business cases or statements of work, and cost estimates; AND Managing multi-disciplinary teams (i.e., staff and contractors); AND Integrating cybersecurity and risk management into IT projects; AND Monitoring contractor performance and compliance; AND Briefing stakeholders or executive leadership on project status, risks, and issues.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

To be found well-qualified, and in addition to meeting specialized experience, the applicant must have documented the following experience: Having a solid and comprehensive understanding of the position.

Can perform the required tasks efficiently and is proficient in applying the knowledge, skills, and abilities of the job.

If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan(CTAP)/Interagency Career Transition Assistance Plan (ICTAP)) you must be assigned the middle category or better to be rated as "well qualified" to receive special selection priority.

Major Duties:

As an IT Project Manager, you will: Provide oversight of Program Management Office (PMO) programs and projects throughout the entire life cycle.

This includes oversight of IT project management functions, business process evaluation and reengineering, capital planning and investment analysis, cost-benefit analysis, strategic project planning, quality assurance, requirements analysis, risk management, 508 compliance, and security control development, implementation, and assessment.

Provide management oversight, direction, and integration of a variety of programs and projects designed to support OIG management and staff.

As well as serving as Project Manager of multi-functional teams of OIG staff and contract employees, provide authoritative leadership, direction, oversight, and guidance on the planning, development, implementation, and evaluation of goals, strategic objectives, and resource plans for OIG IT programs, projects, and services.

Serve as an expert advisor for staff and contractor subject matter experts (SMEs) within OIG for projects on matters pertaining to management of OIG's IT project management functions.
