The Information Technology Division (ITD) exists to leverage technology to enhance and sustain business processes, public safety infrastructure and statewide emergency communications to facilitate the accomplishment of all agency goals.

Requirements

The ADSS Manager is responsible for preparing, building, stabilizing, deploying, and operating mission critical software solutions that enable business operations to perform effectively and efficiently. This is done with industry practices that guide the planning, development, and support of solutions that are meaningful to our business partners and management team. This position is responsible for managing assigned functional teams that prepare, build, stabilize, deploy, and operate in-house and vendor developed solutions used by divisions and agencywide.

Our new teammate will be able to:
  • Drive business value through customer and partner relationships.
  • Manage stakeholder communications and track stakeholder issues and interests for large multi-agency-based projects.
  • Advise assistant chiefs, division commanders, and section managers with expert advice related to application development practices, requirements gathering practices, and information technology operations and projects.
  • Design services that are reliable, complaint, and cost effective.
  • Develop feasibility studies, concept briefings, and investment plans while adhering to WaTech and agency polices.
  • Assist division commanders in the development of operational plans and division technology plans.
  • Assist in planning business continuity and disaster recover for vital applications and related systems.
  • Develop and implement methods to manage application development of operational plans and division technology plans.
  • Assist in planning business continuity and disaster recovery for vital applications and related systems.
  • Develop and implement methods to manage application development operations, support, and new service requests.
  • Act as a liaison between business program managers and executive staff to develop, operate, and implement project technology initiatives.
  • Coordinate with other agency business support groups such as Budget and Fiscal Services to develop effective budget plans and tracking, Contracts Office to ensure contracts are well formed and policies are followed, and Property Management to ensure appropriate equipment is made available for operations and projects.

Qualifications

Required Qualifications:
  • Bachelor's degree or higher in Information Technology (or a close related field) from an accredited institution
    • OR Six to eight years of experience working as a senior-level IT system administrator or application developer
    • OR Associates Degree in a technical or professional field AND two years of equivalent IT or project management experience.
  • Four years of supervisory and/or management experience with people hired, evaluated, and disciplined.
  • 10 Years total of experience in the following:
    • Leading, managing, coaching, and mentoring technical and/or business/professional staff.
    • Strategic planning and organizational development.
    • Communicating effectively across a broad range of personnel and management levels.
    • Absorbing new and complex information quickly.
    • Written and oral communication.
    • Team building, negotiation, and conflict resolution.
  • 2 years' experience as a supervisor, manager, or project manager in an IT- related field.
  • Competency in Microsoft Office (Word, PowerPoint, Excel), Microsoft Visio, and Microsoft Project.

NOTE: This is not a full-time telework position. Candidates must be able and willing to work in the office and commute to here. A hybrid work schedule may be available after training and/or probationary period has been successfully completed.
