The Electronic Services Division (ESD) supports all goals, most directly sustain and enhance agency infrastructure and business processes, by improving collaboration outcomes between WSP business and technology divisions, using consistent planning processes, increasing business continuity capabilities, and providing quality communication services statewide. ESD maintains a statewide Public Safety Grade Land Mobile Radio System (LMR), microwave and Multi-Protocol Label Switching (MPLS) network, and the agency’s voice and data wide and local area networks (LAN/WAN). ESD directly partners with the Information Technology Division (ITD) to sustain, evolve, and improve the agency’s technology infrastructure.

Requirements

The Network Engineering Section Manager leads the ESD Network Engineering Section, comprised Networking Tier 3, Tier 4 support groups as well as the MPLS administration group. This position is responsible for establishing and ensuring that all IT policies, procedures, standards, and best practices are implemented and followed by WSP personnel. The position is responsible for the overall design, reliable operation, and resiliency of statewide voice/data networks comprised of the agency’s Wide Area Network (WAN) and Local Area Network (LAN), and Multi-Protocol Label Switching (MPLS) network. This position designs and implements a data network infrastructure that supports statewide Agency operations with an emphasis on confidentiality, availability, and integrity. The position serves as a technical lead and sponsor on a diverse portfolio of projects geared towards sustaining the Agency’s diverse network infrastructure. The position collaborates directly with the Chief Technology Officer (CTO) and Information Technology Division (ITD) to sustain the agency’s technical architecture, establish strategic network expansion efforts, and continuously improve the agency’s IT processes.

Our new manager will be able to:
  • Leads the technical strategy development and daily operations for the agency's WAN, LAN, telephony and MPLS networks.
  • Manages the software and hardware lifecycle of infrastructure support equipment including routers, switches, telephones, etc. for the agency's WAN, LAN, and MPLS networks.
  • Develops and manages the agency network infrastructure maintenance budget to ensure continual network uptime of 99.999% reliability where possible.
  • Develops a team-oriented environment across disciplines.
  • Fosters professional development, collaboration, synergy, and a learning-centric environment.
  • Set goals, priorities, strategies and ensures each group meets the agency's needs.
  • Mentors, coaches, and trains employees on a variety of technical disciples.
  • Ensures appropriate resources available and provides ample opportunities for professional development and growth.
  • Ensures Lean process improvements in respective Programs.
  • Leverages relationships with internal and external partners to provide value added services to the Division and Agency.
  • Manages complex personnel matters to ensure employees receive consistent feedback, recognition, mentorship, and development.
  • Establishes program goals, objective, policies, and procedures.
  • Coordinates technical work across WSP divisions such as ITD, Communications, Criminal Records, Chief Information Security Office.
  • Makes recommendations on strategic direction of IT.

Qualifications

Required Qualifications:
  • Bachelor's degree or higher in an Information Technology or business management field (or closely related field).
    • Work experience in an IT or telecommunications management field may be substituted for education year for year.
  • Five (5) years' experience as a supervisor, manager or project manager in an IT enterprise organization.
  • Two (2) years' experience as a senior manager in an IT related field.
  • 5 years' experience with Internet Protocol based systems and technologies, MPLS and other routing protocols, and IT Security standards and best practices.

NOTE: This is not a full-time telework position. Candidates must be able and willing to work in the office and commute to here. A hybrid work schedule may be available after training and/or probationary period has been successfully completed.
