DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The Houston Information Technology Services Public Safety Communications division directly maintains the City’s multi-site P25 radio network spanning across the Houston Metro.

This radio network supports more than 20,000 first responder radios that generate more than 14 million radio calls monthly.

The IT Manager – Infrastructure position is responsible for the management of day-to-day operations, staff administrative duties, and management of the division’s projects and initiatives.


The position oversees the projects, tasking, and services provided by a field services team, subscriber radio support team, and an administrative team.

Responsible for providing leadership and management in the installation, maintenance, and repair of City communications systems.

Systems include P25 radio system, microwave radio system, subscriber radios, and data communications.

Prepare, review, and update design and construction specifications for radio communications systems. Document and report status of projects and team functions.

Develop and document weekly goals and results for each team consistent with the goals of the department.


Responsible for performance appraisal for positions under their direction. Ensures work orders, procedures, and documentation are timely and professional.

Other supported items are HVAC, Generator, landscaping, and tower support service contracts. Reports to the Assistant Director of Public Safety Communications.


Position requires familiarity with:

  • Motorola Multizone P25 radio networks
  • Microwave radio backhaul networks
  • P25 Subscriber radios
  • Fire Station Alerting Systems
  • Bi-directional amplification systems


This individual will participate in evaluations of vendor proposals for purchases of hardware, software, and technical services to ensure adherence to industry standards.

Analyzes proposed and actual projects in terms of the potential benefits of using information systems.

Prepares long- and short-range plans for services and technology that meets the needs of City departments. Plans and recommendations for changes to address system configurations.

Prepares cost estimates for current and proposed projects, reflecting the equipment and staff requirements.


This position also plays an important role in the division’s continuity of operations and is considered City essential personnel. This position may be called in to support natural disasters, special events, or off-hour systems upgrades.


WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

EDUCATION

Requires a Bachelor's degree in Computer Science, Management, Engineering, and Information Systems (MIS) or a closely related field.


EXPERIENCE

At least eight (8) years of technology experience supporting IT infrastructure of a department or enterprise IT environment that includes two (2) years supervising a technology team.

Qualifications

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**


  • Preference will be given to applicants with working knowledge of public safety radio communication operations utilizing a Motorola P25 trunked-radio-system or knowledge in a complex networking environment or cellular role.
  • Preferences will also be given to individuals who prove completion of technical training courses consistent with Radio, Networking, or Cellular operations.
  • Preferences will also be given to applicants with experience supporting IP based radio infrastructure including networks, subscribers, and hardware environment.
