This position is located in the Office of Administration.

The Information Technology Manager II is primarily responsible for planning, directing and administering the functions of the Offices of the Offices of Information Technology/Applications, and information security, including operations, planning and application development. The IT Manager II provides support and information to leadership to facilitate agency-wide implementation of information technology and security policies and procedures for the following Divisions: Executive Services, Administration, Licensing and Consumer Services, Legal, Legislative & External Affairs, Fraud, Financial Regulation & Solvency and Actuarial and Market Services.

Job Duties:


Manages information technology and application development teams to include: staffing, leave approval, EPMS reviews, work/project assignments, and training.

Responds to user requests, issues timely diagnoses and fixes problems with technological infrastructure. Meets with organization’s management, users, vendors, and supervisory personnel to discuss and resolve operational problems, plans and administrative issues.

Provides technical expertise and assistance to projects, programs and staff via input, involvement and training. Maintains familiarity with industry trends and technological improvements. Develops and maintains information technology policies and procedures.

Assists with the development and maintenance of the information security program, including policies, standards, procedures, and controls across the organization. Integrates information security related policies and procedures into the accepted information technology management framework. Works with the Division of Information Security and the Enterprise Privacy Office to appropriately manage and respond to incidents.

Appointed Records Officer by Department executives in matters relating to proper storage and retrieval of records; develops, implements and monitors policies and procedures pertaining to records management; designs and revises related administrative forms\systems as needed to ensure accurate filling, storage and retrieval of documents; serves as the Department's liaison with the South Carolina Department of Archives and History.

Performs other related duties as necessary.



Requirements

A bachelor's degree in communication, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.

Must have at least five years SC State Government experience to be in information technology or closely related field as well as at least 2 years of supervisory experience.

Knowledge of the principles and techniques of project planning, creation and assignment of project tasks in an IT environment. Ability to plan and supervise the implementation of short and long range IT initiatives. Ability to plan, organize, direct and review the work of technical personnel. Ability to provide leadership to senior-level personnel. Ability to establish and maintain working relationships with users, technical staff, management, vendors, and others. Knowledge of the needs and priorities of the agency.

Qualifications

Knowledge of Information Security concepts, policies and procedures.

Additional Information

Employee may occasionally be required to work beyond the standard 37.5 hours/week including nights, weekends and holidays, to perform certain task either on site, remotely, or in combination of the two.


Some travel and after hours\weekend work may be required.

Disaster Response:This position is considered essential in the event of an emergency or major disaster.

Incumbent is required to participate in emergency or major disaster response activities as outlined in the DOI Disaster Response Plan.

During such times, the incumbent should regard himself/herself as being on 24-hour call and subject to duty when such an event occurs or is anticipated to occur.
