IT Manager II

The Department of Administration's (Admin) Office of Technology and Information Services (OTIS) is the state’s central provider of IT services to state government agencies.

Our Admin IT team is maturing and growing.

If you are customer service oriented, and thrive in leading IT Professionals focused on the efficiency technology brings to an organization, this position is for you!

In this role you will lead and mentor staff for Admin's IT team.

You and your team will ensure provisioning of IT solutions, including products, services, applications, and training to support Admin IT and other Admin customers.

You will gather data and provide reports on computing and application service needs and solutions to facilitate executive management’s decision-making for those services.

You will process VIP requests on a regular basis, ensuring our standards are modeled and maintained.

Your ability to build trusted relationships with Admin division directors will be paramount in ensuring our technology options and shared services meet our business needs.

In this position you will have the ability to implement and impact technology strategies for Admin IT.

This position is onsite in beautiful Columbia, South Carolina.

Responsibilities of the IT Manager II:
  • Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
  • Establish tasks and priorities, schedule work, and evaluate the performance of team members for the Admin IT team.

    Manage staff, confirm that work is being assigned and executed in accordance with Admin priorities, Division of Information Security compliance requirements, and customer service standards.

  • Oversee dally technical operations by reviewing system performance reports, operations, trouble reporting and resolution efforts, and general health of all systems that provide client/server services.
  • Ensure security standards and data protection requirements are an integral part of all systems and services. Ensure ongoing compliance with the SCDIS-200 Information Security and Privacy Standards and provide progress reports on a routine basis.
  • Oversee support to ensure staff are meeting and exceeding customer expectations, meeting call resolution targets, and that standards and processes are being followed.

    Partner with Admin divisions to gather business requirements and implement solutions. Act as point of escalation for all major requests and incidents.

  • Develop processes and procedures to standardize the function of IT within Admin including development and execution of asset inventory, security and privacy, request and fulfillment, and initiative requests.
  • Manage and develop third party service agreements and maintenance contracts. Plan and administer acquisition/installation of hardware equipment, software, and maintenance agreements to maximize integration, compatibility and continuing operations of systems with minimal disruption.
  • Maintain awareness and knowledge of current information technology standards by attending professional development training, workshops, seminars and conferences, and by reading professional literature in the related technical field.

Requirements

  • A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology.
  • Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
  • Extensive expertise in endpoint computing services and technologies including endpoint protections, hardware, deployments (software and hardware), maintenance, and software.
Additional Requirements:
  • Knowledge of the principles and techniques of planning programs and work activities in an information technology environment.
  • Ability to plan and supervise the implementation of short- and long-range information technology-based activities and objectives.
  • Ability to plan, organize, direct, and review the work of technical personnel.
  • Employee must have knowledge of the agency's mission, programs and objectives.
  • Employee must practice excellent customer service to all constituents.
  • Extensive experience directing and resolving endpoint computing issues.
  • Prior experience with IT processes to include Incident Management, Service Request Management, Problem Management, Change Management, and Knowledge Management.
  • Prior experience complying with security requirements, outlined by DIS-200.
  • Ability to coordinate agency IT in a shared services environment where desktop, firewall, network, servers, storage and VPN are all centrally managed by a separate division within Admin.
