This is position is located in Bureau of Medicaid Systems, Richland County.
Are you the One? We are looking for an IT Manager I
who serves as the Member Management Systems (MMS) Production Support Manager, under general supervision by the Operations Manager for the Bureau of Medicaid Systems. Manages the MMS Production Support team, responsible for operational oversight and support of the current and legacy member management systems including job schedule monitoring and oversight, data requests and reporting, release management, access management, stakeholder communications, incident management, and issue management. Coordinates and collaborates with the MMS vendors and business areas to ensure MMS processes are documented and executed consistently.
Serves as the Production Support Manager for MMS.
As such, is responsible for coordinating and overseeing production support activities for the current MMS, legacy MEDS, and related systems including the MMS Citizen Portal, MMS Worker Portal, Person Composite Service, and public-facing MMS Quick Tools.
Ensures Incident and Issue Management processes are defined and consistently followed. Ensures sufficient resolution for all MMS Production issues and incidents.
Monitors and contributes to Release Management activities and ensures pre-implementation planning and post-implementation activities and monitoring take place.
Maintains, oversees, and carries out Access Management documentation and processes, including user role configurations/specifications; reviews and audits user access and access requests.
Acts as primary backup for the Operations Manager for items related to MMS, MEDS, and related systems/components.
Manages and, as necessary, hires and trains staff responsible for MMS Production Support functions; responsible for articulating team goals and objectives, ensuring sufficient training for team to carry out necessary functions, and communicating strategy for success to team members.Identifies internal and external stakeholders for MMS and related systems. Ensures sufficient stakeholder communications around upcoming system changes, incidents and issues, outages, etc. Maintains stakeholder register.Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards.
Maintains an effective organizational team and motivates staff to accomplish mission critical operations and objectives. Promotes workforce engagement.

Requirements
A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology.
Preferred: Prior experience with Medicaid Eligibility and/or Medicaid Member Management processes, procedures, and functions. Experience with IT Operations including Incident and Issue Management. Experience monitoring vendor teams who provide 24/7/365 support.

Qualifications
- Knowledge of the principles and techniques of planning programs and work activities in an information technology environment.
- Ability to plan and supervise the implementation of short- and long-range information technology-based activities and objectives.
- Ability to plan, organize, direct, and review the work of technical personnel.
- Ability to establish and maintain working relationships with users, technical staff, management, vendors, and others.
- Knowledge of the needs and priorities of the agency.
