Full Job Description

This vacancy is for a GS-2210-11/12, IT Cybersecurity Specialist located in the Department of Homeland Security, U.S. Coast Guard, SFLC BUSINESS OPERATIONS DIVISION -SFLC-BOD in BALTIMORE, Maryland.

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Basic Requirements This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

FOR GS-11 Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR FOR GS-11 A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent).

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Specialized experience may include the following: Working knowledge of system administration, network and operating system hardening techniques. Documenting systems or processes.

Monitoring systems including developing and updating a system security plan. Creating and maintaining Plans of Actions and Milestones (POAM's) to document system vulnerabilities.

Knowledge of the Risk Management Framework and control implementation and assessment. If you're substituting education for experience, transcripts must be submitted at the time of application.

All academic degrees and coursework must be from accredited or pre-accredited institutions. NOTE: Education can be substituted for experience at this grade level. Only for the GS-11 level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

You will serve as an IT Cybersecurity Specialist (Information Systems Security Officer (ISSO)) and be responsible for the cybersecurity of Operational Technology onboard CG Surface Assets.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Collecting and maintaining data needed to meet system cybersecurity reporting.

Ensuring that security improvement actions are evaluated, validated, and implemented as required.

Monitoring and evaluating the effectiveness of the enterprise's cybersecurity safeguards to ensure that they provide the intended level of protections.

Participating in the information security risk assessment during the Security Assessment and Authorization process.

Participating in the development or modification of the computer environment cybersecurity program plans and requirements.
