This position is located in Bureau of Medicaid Systems, Richland County.

Are you the One?
We are looking for an IT Business Analyst I who will serve the Medicaid Systems Bureau (MMIS/MMS) by providing subject matter expertise regarding systems. This position researches and documents system behavior (existing and desired) for the systems; elicits business needs to determine defect resolution and enhancement strategies; and provides input and develops artifacts (as appropriate) throughout the software development lifecycle (SDLC).
  • Validates and researches expected and unexpected production behavior, as assigned, using established procedures.
  • Develops/verifies workarounds for system issues.
  • Documents/escalates newly identified defects using established procedures.
  • Confirms existing and elicits new requirements/rules using established procedures.
  • Reviews existing artifacts for all assigned work items within established turnaround times.
  • Performs Gap Analysis, drafts analysis artifacts, and conducts internal review sessions for all assigned work items.
  • Initiates/monitors change requests and validates reporting results as assigned.
  • Reviews all assigned QA/UA test cases within established timeframes using established procedures.
  • Performs triage of defects relate to assigned work items using established procedures.
  • Confirms existing production behavior in relation to project defects.
  • Reviews and provides feedback on proposed design solutions for all assigned work items. Provides feedback to developer questions for all assigned work items within established timeframes. Collaborates with technical resources as required.
  • Acts as a subject matter expert (SME) for the Production Medicaid systems.
  • Provides feedback on business, functional, and technical documentation as assigned using established procedures.
  • Performs research to validate assumptions and problem statements as assigned.
  • Escalates operational and technical concerns/observations.
  • Participates in pre-implementation meetings as assigned. Monitors post-implementation tasks for all assigned work items. Maintains Analysis artifacts for all assigned work items using established procedures.
  • Participates in required Agency and OIM trainings and meetings; participates in additional relevant training/seminars as appropriate.
  • Performs other duties as assigned by supervisor.

Requirements

A high school diploma and experience in computer system development and modification.

A bachelor’s degree in a related area may be substituted for the required work experience.


Qualifications

  • Experience working with Medicaid policy, process, or systems.
  • Knowledge of SC Medicaid policy and process.
  • Knowledge of MMIS or IBM Curam, including troubleshooting and business processes Knowledge of business analysis practices.
  • Experience in technical writing and/or system documentation
  • Knowledge of the Medicaid agency's mission. Basic knowledge of capabilities and intricacies of information systems.
  • Basic knowledge of computer languages. Ability to understand and carry out basic technical instructions and requests.

    Ability to effectively plan and organize work activities and prioritize task completion to meet schedules and deadlines. Ability to interpret business needs into requirements.

    Ability to establish and maintain effective working relationships. Moderately complex ability to analyze and reduce to logical order complex technical data.

    Ability to communicate in a clear and concise manner. Ability to work effectively with users, vendors, and other IT personnel. Ability to assist with identifying and resolving problems.

    Ability to assist with providing status reports and other technical reports.
