The Office of the Secretary of State (OSOS) promotes public trust by supervising state and local elections, collecting and preserving historical records, registering corporations and charities, and administering the Washington State Libraries, the Address Confidentiality Program, the Combined Fund Drive, and the Productivity Board.

The Division of Information Technology (IT) is a support arm of the entire organization--touching every program, every division, all staff members, and most stakeholders.

IT is a division comprised of several teams that drive the OSOS IT operations.

These teams include Applications Development, ServiceDesk Support, IT Project Management, System Administration and Architecture.

This position reports to the Archives and Records Management Division Application Developer Senior Supervisor.


IT Application Development - Entry
Permanent, Full Time

This position provides software development, unit testing and technical support for OSOS IT applications, primarily the Archives and Records Management Division, under the direction of senior IT staff.

This position assists with consulting, designing, and quality assurance for system enhancements, maintenance of the code base, fully resolves and test system defects, and provides system support to business users on a continuous basis.

Requirements

Duty: Software Development for IT applications

Tasks include:

  • Collaborates with business units to develop applications using a range of technologies such as C#, ASP.NET MVC, Web Service, VB.NET, HTML, JavaScript, JQuery, Angular, Python, and PowerShell and Structured Query Language.
  • Utilizes design patterns, including but not limited to dependency injection, repository services, and Redux, to ensure application code is testable and adaptable to future business needs and technological advancements.
  • Maintains a basic understanding of code management in Azure Dev Ops (ADO),GIT including task tracking, checking in changes, and checking out code.
  • Maintains up-to-date knowledge of web technologies including but not limited to the latest Angular version and reactive forms, typescript, CSS/CSS extensions, and ASP.NET.
  • Collaborates with office IT staff regarding best practices, business rules, data integrity, and security.
  • Analyzes problems, makes recommendations for improvements, and implements enhancements to digital archives software in coordination with the architecture team.
  • Escalates issues when needed to senior level staff.
  • Supports unit and interface testing of applications under the guidance of the development team.

Duty: Develops code and applications to meet the requirements of electronic archival retention and storage systems in a web-based environment.
Tasks include:
  • Provides support for both small- and large-scale applications, including websites, web services, and reports for statewide and local government organizations led by elected officials.
  • Safeguards website security and evaluates researchers’ ability to search, locate, and retrieve records through the Digital Archives website.
  • Builds and sustains deep level of understanding of tools, methodologies, and best practices for application design, including emerging software features, product roadmaps, programming languages, and industry standards.
  • Identifies, analyzes, and resolves application issues by developing, testing, and selecting the best solutions, implementing changes, and documenting modifications as necessary, and assessing the results.
Duty: Consults on tier two support issues
Tasks include:
  • Supports internal staff and external customers in troubleshooting issues.
  • Develops tools, processes, workflows, and documentation to enhance database search services.
  • Engages with third-party vendors to gather information on current and upcoming projects.
Duty: Miscellaneous
Tasks include:
  • Participates in training sessions, conferences, and other events to maintain and enhance skills.
  • Stays informed about potential external threats or risks that could impact the security of the application portfolio.
  • Other duties as assigned.

Qualifications

Required Qualifications:
  • Three years of information technology experiencesuch as: consulting analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology disciplines.
    • OR AA degree and one year experience
  • Technical Experience– Productivity programs, such as Microsoft Project, SQL, etc.
  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position.
Preferred Qualifications:
  • Bachelor’s degree in computer science, Information Technology (IT), STEM or related field experience maintaining databases using MS SQL or related relational database tools and software. Providing customer, the technical support in information technology disciplines.
  • Experience in developing applications in Microsoft.Net environment, Azure DevOps, Git, T-SQL, Visual Studio, Java Script, C-Sharp, Angular, and HTML. This position is responsible for writing test automation suites.
  • Experience with test automation including functional, API and load testing.
  • Experience in application development for preserving and providing access to electronic records that includes data backup, versioning, storing and retrieving data.

Additional Information

Working Conditions
In this position, the incumbent works primarily in an office setting, which will require the ability to sit and/or stand for extended periods of time. The standard work hours are Monday-Friday 8am - 5pm; however, work can be required outside of standard hours to include evenings, weekends, and holidays. Occasional travel to local offices is required. The incumbent in this position must be able to represent the Office of the Secretary of State in a competent, confident, and professional manner, including professional dress, and be able to clearly and effectively communicate ideas and information both verbally and in writing, and work successfully with a wide variety of people in a team environment. The incumbent in this position must have the ability to work under pressure, meet deadlines, and coordinate with other operational areas to resolve complaints or conflicts.

Special Requirements
  • This position is in a bargaining unit represented by the Washington Federation of State Employees (WFSE) and is subject to the terms of the Collective Bargaining Agreement between the State of Washington, The Office of the Secretary of State, and the WFSE.
