Job Description

Summary

This job involves leading technology projects to improve Nashville's traffic and transit systems, such as installing fiber networks and traffic tools, while managing budgets, timelines, and teams to keep everything on track.

A good fit would be someone with strong project management skills who can handle both office work and occasional fieldwork, communicate clearly with various groups, and stay flexible for nights or weekends when needed.

Key Requirements

  • Six years of project management experience, including Outside Plant (OSP) infrastructure or construction projects (additional education can substitute on a 1:1 ratio)
  • Proficiency in project planning tools for creating timelines, managing resources, and ensuring on-time, on-budget delivery

  • Ability to manage OSP construction timelines, budgets, permitting, and vendor/subcontractor relationships

  • Willingness to perform fieldwork involving lifting up to 35 pounds, occasional overtime, nights, weekends, holidays, and possible 24/7 on-call duties
  • Must pass Metro Nashville Police Department background check and become a Tennessee resident within six months of hire

Full Job Description

This open competitive position within the Information Technology Services (ITS) Department is responsible for overseeing the project management of technology infrastructure initiatives for Nashville's Choose How You Move (CHYM) traffic and transit program.

This position is expected to demonstrate advanced knowledge and proficiency in project management as well as the associated support services.


ITS is a 24x7 information technology shop. Applicant must be willing and available to perform duties as required by the job. This may include occasional work on nights, weekends and holidays as necessary.


Environment:

Work involves both field and office duties. Employees work primarily in an office setting under generally favorable working conditions.

There may be some walking, standing, bending, carrying light items, etc. Fieldwork may require lifting objects as heavy as 35 pounds, as well as standing, bending, stooping, and climbing.

Occasional overtime may be required in the event of unforeseen problems. Depending on the position location, some employees may be required to serve on call 24 hours a day.

Requirements

  • Oversee the planning, coordination, and execution of IT-related infrastructure initiatives for Nashville's CHYM traffic and transit projects, including managing resources, developing project, timelines, project plan creation and ensuring project delivery on time, within scope, on budget, and proficient hands-on experience using project planning tools.

  • Responsible for overseeing the deployment of new fiber infrastructure, along with traffic technology deployments.

  • Manage outside plant (OSP) construction timelines, budgets, permitting, and vendor relationships to ensure timely and cost-effective project completion.

  • Handle communications between Metro ITS and stakeholders, providing updates and addressing any issues for all transportation-based infrastructure technology initiatives under the Choose How You Move program.

  • Manage outside vendors and subcontractors, including financial and payment aspects of the project.

  • Oversee explanations of the scope of work to contractors, outline expectations and requirements, and administer each step to construction teams and contractors.

  • Work in collaboration with engineering resources to help develop schedules and coordinate permit application submittals for large and small projects.

  • Provide clear communication of technical information to both technical and non-technical audiences.

  • Provide regular updates both in-person or written to senior executives and stakeholders on project progress, including status reports, budget tracking, and risk assessments on a weekly or bi-weekly basis.

Qualifications

Six (6) years of project management experience, including Outside Plant (OSP) related infrastructure or building construction project management.

Candidate must receive and maintain a passing status from Metro Nashville Police Department (MNPD) background check.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.


Additional Information

  • Strong background in formal project management methodologies (Agile, Waterfall, etc.)
  • Project Management Professional (PMP) certification
  • Proficiency in project management software (e.g., Oracle Primavera Cloud, Oracle Unifier, Smartsheet, MS Project, Jira, Asana, Trello, etc.)
  • Familiar with various Inside Plant (ISP) and Outside Plant (OSP) construction methods, including structured cabling and wiring methods such as building conduit and riser cabling design, analysis, and fiber-optic installations
  • Skill in reading and understanding contract documents, drawings, and specifications
  • Familiarity with GIS and associated applications (Ex, ESRI, Google Earth, etc.)
  • Proficiency with Microsoft Office Suite (Ex, Excel, Word, PowerPoint, Teams, etc.)
