You qualify for the GS-9 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-7 grade level or equivalent performing the following duties under the guidance and instruction of a higher-grade Investigative Analyst (Criminal Analyst) or equivalent: Researching, compiling, and summarizing information and data, and drafting reports of analysis; Researching and drafting graphics, charts, tables, matrices, maps, infographics and other illustrative devices; Acquiring and applying knowledge of a broad variety of instructional materials, guides, and manuals to support collection and analysis of criminal intelligence information; and Developing proficiency with law enforcement indices and/or internet-based open source, deep web, social media, and darknet sources of publicly available information.
Selective Placement Factor: Selective placement factors are applied in the same manner as minimum qualification requirements.
Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration.
In addition to the minimum qualifications described above, you must meet the following selective placement factor: Skill in researching, compiling, and summarizing information and data to conduct analysis of crime (crime analysis/analytics), criminals, criminal conspiracies, or criminal networks in direct support of civilian law enforcement criminal investigators or police detectives, that led to a criminal arrest, indictment, or other investigative action.
OR Education: I possess a master's or equivalent graduate degree, two (2) full years of progressively higher level graduate education leading to such a degree, or an L.L.B./J.D., if related.
Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR Combination of Education and Experience: I have a combination of successfully completed graduate education and experience as described in the vacancy announcement.
Combinations are computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
The total percentages must equal at least 100 percent to qualify. Only graduate education beyond the first year may be used to qualify applicants for positions at grade GS-09 for the combination.
Graduate education must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.

Training: You will be required to complete the Homeland Security Investigations Criminal Analyst Training (HSICAT), which is hosted by HSI Office of Intelligence.
The course is designed for ICE Criminal Analysts (CAs), providing them with the basic skills necessary to be an effective and successful CA while supporting DHS and ICE missions.
This agency specific CA training must be completed according to the standards of HSI Office of Intelligence. Failure to do so will be grounds for mandatory removal from position.
Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Major Duties:
As an Investigative Analyst (Criminal Analyst), at the full performance level, you will perform the following duties: Support law enforcement operations and contribute to strategies to protect the homeland from criminals exploiting the customs and immigration laws of the United States.
Analyze and report on criminals, criminal conspiracies, and criminal networks.
Apply all-source research, collections, analysis, and reports to support complex criminal investigations by illuminating criminal networks.
Collaborate with fellow criminal analysts, criminal investigators, and inter-agency partners to disrupt and dismantle criminal networks.
Mentor lower-grade criminal analysts on critical research, collections, and analytical processes and procedures. Teach and enhance the Framework for Criminal Analysis.
