Job Title: Lead Time & Attendance Timekeeper | Fiscal Analyst 3 (FA3)
Location: Tacoma, WA - Full-Time/Hybrid
Closes: February 19th, 2026
Salary: $5,137 - $6,906 Monthly
We're looking for a Fiscal Analyst 3 (FA3) Lead to join our Timekeeping unit for Region 5, Region 6 and Headquarters (HQ) within the Department of Children, Youth, & Families (DCYF) Regional Operations Center (ROC) to provide support to the Time & Attendance Supervisor in administrating, processing, and record keeping within strict deadlines involved with Payroll Time and Attendance.

The Opportunity: As the Fiscal Analyst Lead, you will process fiscal calculations, reconcile/audit, and enter all time and attendance source documents into the statewide Leave Tracker and Human Resource Management System (HRMS), the payroll system for all DCYF Regions 5, Region 6 and Headquarters. This position requires extensive knowledge of CBA's, DCYF, and Administrative Policies and Procedures, review of time and attendance program implementations and participation in development of DCYF Payroll Time and Attendance policy and procedures. As the incumbent of this position, you will conduct compliance reviews exercising independent judgment to verify and apply rules and regulations working with managers to problem-solve time and attendance source document issues and take corrective action when necessary. You will also provide consultation and technical assistance to managers, supervisors and employees on the use and processing of leave.
Some of what you will do: - Assist Time & Attendance Supervisor as Lead of the Time and Attendance section of the Regional Operations Center.
- Assist Time & Attendance Supervisor as Lead of Timekeeping staff involved in the payment of staff for the DCYF Regional Operations Center in support of Child Welfare, Early Learning, Licensing Division, and Juvenile Justice & Rehabilitation Administration.
- Plan, organize, direct, and control the workload of the Time and Attendance Team.
- Assimilate, interpret and apply laws, administrative codes, contract provisions, rules and regulations as appropriate.
- Assist Time & Attendance Supervisor with maintaining and monitoring the leave tracker system.
- Apply the principles of public administration and management, tactical and strategic planning, focused operations and service delivery systems.
- Maintain effective internal controls, business processes and accounting methods that ensure DCYF compliance with the Office of Financial Management, DCYF policies and guidelines, CBA, and Generally Accepted Accounting Principles.
- Develop financial reports for the Time and Attendance Supervisor. Analyze complex financial data and trends and develop recommendations and options for management.
- Perform and assign internal control audits and risk assessment regarding regional business practices.
Required Qualifications:- Equivalent combination of education and experience totaling five (5) years in accounting, finance, or related field.
OR
- Bachelor’s degree and one (1) year of relevant professional experience.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Note: Incumbent must successfully complete formal training courses as required by law, policy, and regional requirements within one (1) year of their appointment.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:- Bachelor’s degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing or budgeting AND two (2) years of relevant professional experience.
- Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.
- Previous demonstrated ability.
- Proficient use of a computer and Microsoft Office products (Outlook, Word, Excel).
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
