Summary

This job involves handling complex payroll tasks for a state agency focused on children and families, such as processing out-of-state taxes, managing overpayments, conducting audits, and preparing reports to ensure accurate and timely paychecks.

The Department of Children, Youth, and Families (DCYF), Financial and Business Services Division Payroll Unit is looking for a Fiscal Analyst 3. This division prides itself on providing a culture that is inclusive to all by living these culture principles:

The Opportunity:

In this role, you will specialize in processing employee out of state payroll taxes, process payroll overpayments, provide payroll consultation, conduct audits, and assist in producing monthly and annual reports.

You will support agency culture by facilitating and modeling partnerships with internal and external customers. The work is focused on the closing of the agency payroll each pay cycle.


This position supports the Department's goals and objectives by developing systems and processes that ensure that every paycheck created will be treated with equal respect and that the fiscal responsibilities to the State of Washington are met with the highest level of integrity.

Our ideal candidate has a payroll background and intermediate experience using MS Excel.

We are looking for self-motivated applicants who possess excellent people skills, the ability to prioritize a time-sensitive workload, and who regularly produce accurate and timely work results.

Some of what you will do:

Process wage overpayments and provide formal notice to employees
Process receipts & disbursements for the Foster Parent Shared Leave Pool, including reconciliation of Fund 22H
Reconcile and Log semi-monthly garnishment writ collections
Process payroll accounting transactions in AFRS; reconcile and archive completed transactions
Monitor the Unbalanced In-Process Report for payroll activity
Analyze and process payroll warrants cancelled as Statute of Limitations (SOL)
Assist with resolving issues with the Fund 035 Payroll Revolving Account reconciliation

Required Qualifications:

Equivalent education/experience (five years total).

OR

Bachelor's degree, AND one (1) year of relevant professional experience.

In addition to those required qualifications, our ideal applicant will also have some or all of the following skills and/or abilities:

Bachelor’s degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing or budgeting and two to three years of relevant professional experience.

Professional experience may substitute for education but not usually for the credit hours.

A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

  • Previous experience performing payroll processing/operations duties in accordance with RCW, WAC, CBA and SAAM.
  • Previous experience performing complex payroll review and analysis.
