The City of Saint Paul is seeking a strategic, policy-focused Intergovernmental Relations Associate to join Mayor Her's administration to help advance the City’s priorities at the state and federal level. In this highly visible role, you’ll report directly to the Director of Intergovernmental Relations and be responsible for tracking legislation, assisting with shaping policy strategy, and building critical partnerships with elected officials, agencies, and advocacy groups. If you thrive in a fast-paced environment, can translate complex policy into actionable insights, and know how to move initiatives forward through collaboration and effective engagement, this is an opportunity to help shape outcomes that directly affect our community.

Here's what you can expect to do:
  • Serve as an advocate and liaison before the Minnesota State Legislature, U.S. Congress, along with various government entities, groups, and associations on legislative and policy priorities.
  • Monitor and provide routine updates on state and federal bills, committees, and other legislative affairs.
  • Draft, review, and coordinate intergovernmental communications, including the management of data and documents.
  • Communicate regularly with federal, state, and local elected officials and coordinate meetings, opportunities to testify and other public communications.
  • Compile, track, and monitor state and/or federal funding opportunities.
  • Other duties as assigned.
The ideal candidate for this position will possess the following:
  • Knowledge of state legislative procedures and functions, lobbying methods, and coalition building among elected officials and other organization partners.
  • The ability to analyze complex policy issues and their relation to local government operations.
  • An advanced understanding of the principles and practices of city budgeting, finance, and public administration.
  • Effectively communicates across race, class, and culture & other aspects of difference and an ability to engage people from all different backgrounds.
  • Excellent written, verbal, and electronic communication skills and ability to communicate complex information clearly to diverse audiences.
  • Excellent organizational skills with demonstrated ability to handle multiple assignments or projects simultaneously, attentive to details, and responsive to deadlines.
  • Strong interpersonal skills and the ability to work both collaboratively and independently in a fast-paced, team-oriented environment.
  • Ability to develop excellent relationships with colleagues, stakeholders, and members of the public.
  • Proficient in Outlook, Word, and Excel.
