Job Description

Summary

This job involves supporting the testing and evaluation of major naval programs, ensuring tests are designed, executed, and analyzed correctly to meet operational needs.

It requires working with teams to develop test plans, oversee data collection, and implement new testing methods for military systems.

A good fit would be an experienced engineer or analyst with a background in military operations, strong leadership skills, and expertise in data analysis who enjoys tackling complex technical challenges in a government setting.

Key Requirements

  • Meet basic educational requirements for General Engineer (0801) or Operations Research Analyst (1515) series
  • At least one year of specialized experience at GS-12 level or equivalent, including testing major programs
  • Two years of experience in designing testing methodologies, executing tests, and evaluating results
  • Knowledge of testing theories, practices, and standards in operational environments for acquisition programs
  • Experience in military operations (naval preferred)

There are Basic Requirements for a 0801 General Engineer and 1515 Operations Research Analyst. You must meet the Basic Requirement for at least one of these series.

See the "Education" section of this announcement for details.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Two years of experience testing major programs to include experience with design of testing methodologies, execution of tests, standardization principles and practices, and evaluation and interpretation of testing results.

2) Must have knowledge of the theories, practices, methodologies, and standards of testing in a realistic operational environment of major acquisition programs.

3) Experience in or with military operations. Naval experience preferred, but not required. 4) Knowledge of Integrated Test and Evaluation concepts and methodologies.

Knowledge of the Mission Based Test Design process preferred, but not required. 5) Experience with data analysis, collection, extraction, and evaluation.

6) Experience managing and leading complex teams composed of both military and civilian personnel. Skilled at forming high-performing teams to accomplish assigned tasks.

Able to translate strategic guidance into tactical action.

  • You will support teams during the Test and Evaluation Master Plan (TEMP) preparation and development.
  • You will ensure test team obtains and adheres to the most current test plan processes, procedures, and templates.
  • You will review and comment on all test plans prior to forwarding to division director and deputy director for review.
  • You will maintain oversight of all testing to ensure test is executed and data is collected per test plan and any test issues are communicated up the chain of command.
  • You will implement new concepts, methodologies, procedures, and designs to achieve the required level of compatibility or commonality across the operational, procedural, and technical spectrums of operational testing.
