The Lottery's mission is to maximize the proceeds from Lottery game sales to support the Lottery's beneficiaries for the good of all Coloradans. The Marketing team is responsible for the Colorado Lottery brand and develops, deploys and promotes the portfolio of Scratch and Jackpot games of the Colorado Lottery to maximize proceeds for the people of Colorado.

The interactive Marketing Manager leads the strategy, development, and performance of the Colorado Lottery's digital ecosystem, including the public website and mobile application. This role serves as the primary liaison between marketing, technology, legal, and external vendors to deliver secure, accessible, and high-performing digital platforms. The position oversees digital content, eCommerce initiatives, analytics, vendor contracts, and compliance to enhance player engagement, optimize performance, and support revenue growth.

PRIMARY DUTIES

Program & Area Management:
  • Lead the development and execution of integrated marketing and communications strategies that support organizational goals, product awareness, and customer engagement across digital and traditional channels.

  • Serve as a strategic advisor and primary point of contact for internal stakeholders, providing guidance on marketing approaches, campaign planning, timelines, and performance measurement.

  • Direct the planning, launch, and evaluation of marketing campaigns, including audience targeting, messaging strategy, channel selection, and post-campaign analysis.

  • Present marketing strategies, performance results, and recommendations to leadership and other stakeholders in a clear and actionable manner.

Digital, Interactive & eCommerce Management:
  • Oversee digital content strategy for websites, mobile applications, email, SMS, and social media platforms, ensuring messaging is consistent, accessible, and aligned with brand standards.

  • Lead the administration and continuous improvement of the Lottery's digigtal and eCommerce systems, including online sales tools, platform integrations, and vendor supported technologies.

  • Analyze digital and platform performance metrics to assess effectiveness, identify trends, and recommend data-driven improvements to increase engagement and support revenue growth.

  • Ensure all marketing and digital communications comply with applicable laws, regulations, accessibility standards (ADA/WCAG), and organizational policies.

Fiscal & Contract Management:
  • Manage agency and vendor relationships, including creative, digital, and media partners, ensuring deliverables meet scope, quality, budget, and timeline expectations.

  • Oversee marketing-related contracts, budgets, and procurement activities, including participating in RFP processes and monitoring vendor performance.

  • Track expenditures and ensure responsible use of funds aligned with program objectives and state procurement policies.

  • Collaborate cross-functionally with leadership, legal, technology, and operations teams to align marketing initiatives with organizational priorities and customer needs.

MINIMUM QUALIFICATIONS:

Experience Only:

Seven (7) years of experience managing end-to-end digital interactive platforms for a large subscriber base(websites, mobile applications), demonstrated ability to manage digital content and platforms with a core focus on online sales and/or gaming and revenue generation, experience managing high-visibility, consumer-facing digital marketing strategies and execution, including email and mobile push notifications.


OR

Education and Experience:

Bachelor's degree from an accredited institution in Business, Marketing, Communications, Computer Science or Information Technology, or a field of study related to the work assignment as determined by the Department.

AND
Four (4) years of experience managing end-to-end digital interactive platforms for a large subscriber base (websites, mobile applications), demonstrated ability to manage platforms with a core focus on online sales and/or gaming and revenue generation, experience managing high-visibility, consumer-facing digital marketing strategies and execution, including email and mobile push notifications.

Conditions of Employment with the Lottery Division:
  • Applicants must also undergo a conflict-of-interest assessment to determine compliance with the provisions of C.R.S. § 44-40-110, and must remain in compliance with C.R.S. § 44-40-110 for the duration of their employment with the Colorado Lottery.
  • Must be willing to work occasional weekends and holidays, if needed, and be able to go on overnight travel
  • Occasional out-of-state travel may be required
  • Must be able to lift up to 20 lbs
  • Must possess and maintain a Colorado driver's license

Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.

Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
