This job involves leading and overseeing counterintelligence investigations, operations, and data collection for the U.S.

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S.

Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Counterintelligence Command, Region 2, SW-San Antonio.

Specialized experience is defined as experience 1) leading and coordinating sensitive counterintelligence (CI) investigations, operations, and collection activities across subordinate field offices/resident agencies; 2) ensuring appropriate technical controls, mission management, and oversight of counterintelligence (CI) investigations, operations, and collection activities are conducted in accordance with policies, regulations, directives, and laws; 3) agency representative initiating actions and interpreting counterintelligence (CI) policy; AND 4) making authoritative determinations on complex CI issues that set precedence that could involve substantial resource expenditures and significantly impact major programs across the Region.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.

This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Major Duties:

  • Establishing, promoting, and maintaining liaison relationships within the intelligence, law enforcement, and analytical communities of interest as appropriate to accomplish the Region counterintelligence (CI) mission and objectives.
  • Providing authoritative advice on counterintelligence (CI) policy matters after receiving direction from the immediate supervisor.
  • Reviewing draft investigations and operational correspondence, briefings, decision papers, policy memoranda recommendations and electronic media concerning the most sensitive and complex counterintelligence (CI) activities.
  • Interacting with subordinate and higher echelons and other command staff sections to ensure assigned actions are understood, tracked, and completed within the assigned suspense.
