Full Job Description

The National Defense Authorization Act for FY 2020 approved a new, independent Space Force in the Department of the Air Force. The U.S.

Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: knowledge of the respective collections and operating systems, signal search and analysis, and a working executive knowledge of space-related orbital mechanics (i.e.

how Keplerian law relate to intelligence collection limitations), a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of operational and strategic-level advanced targeting, target production, dissemination principles, concepts, and methods to disburse complex information/situations attained from multiple sources.

2. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, interrelationships, and operations. 3.

Skill in working out solutions to problems or questions related to the work, writing clear and concise guidance, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.

Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and adjudicating or producing requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.

Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively.

6. Ability to communicate effectively, both orally and in writing; ability to manage a small staff and carry out all phases of personnel management responsibilities.

CONDITIONS OF EMPLOYMENT (CONT'D) 1\.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. 2\.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is: To serve as Space Operations Command, Chief of Targets and as a senior targeting authority under the S2 with responsibilities to direct all activities supporting federated request from worldwide space operations centers and joint/combined space-components.

1. Directs all federated targeting intelligence production and analysis request within Space Operations Command and assigned deltas supporting the targeting enterprise. 2.

Serves as a senior technical authority on targeting issues for Directorate leadership. 3. Develops concept of operations and guidance to provide service support to joint force targeting requirements.

4. Serve as Space Operations Command, S2's adviser to Department of Air Force, Joint Staff, IC, and DoD forums. 5. Exercise supervisory personnel management responsibilities.
