Full Job Description

This position is part of the Department of Energy's Office of Intelligence and Counterintelligence (IN), Emerging Technologies Intelligence Program (ETIP) (IN-14).

As an Intelligence Research Specialist, you will act as the ETIP testbed coordinator and produce a variety of finished intelligence products, assessments and reports for the Foreign Intelligence (FI) area.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service.

Specialized experience for this position is defined as meeting 2 of the following 3: Providing recommendations to senior leaders to improve a variety of emerging technologies portfolio, such as artificial intelligence (AI), advanced semiconductor or biotechnologies.

Producing a variety of intelligence products, assessments and reports that provide warning on foreign emerging technology threats to prevent technology surprise.

Evaluating the performance of emerging technologies to ensure testbed activities support mission and programmatic goals for the intelligence community.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status.

This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement.

Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a GS-14 Intelligence Research Specialist, you will: Implement test bed activities across various Department of Energy (DOE) and Intelligence Community (IC) stakeholders to ensure goals are obtained.

Develop future testbed resource planning needs related to the Emerging Technologies Intelligence Program (ETIP) to ensure funds are available to maximize future growth and plans.

Gather requirements from the Intelligence Community (IC) to support the design of Emerging Technologies Intelligence Program (ETIP) activities.

Make modifications to classification guides that address activities undertaken by the Emerging Technologies Intelligence Program (ETIP).

Represent the Intelligence Community (IC) in various high-level meetings that address issues and concerns related to testbed activities.

Provide leadership and guidance regarding site visits to inform key stakeholders about the scope, planning, and execution of testbed activities.
