The primary purpose of this position is to manage resources including facilities, equipment, and funding requirements to support training missions.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Group Standard, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary.

For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes Comprehensive knowledge of a wide variety of instructional program planning methods and techniques sufficient lo plan total support requirements (i.e., personnel, equipment, facilities, and other resources) for a specialty area or career field; comprehensive knowledge of a wide variety of instructional system acquisition methods and techniques sufficient to develop the technical and economic data required to support acquisition of instructional systems equipment and services for complete or complex instructional programs.

OR EDUCATION: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of training administration, supply management, and resource programs policies, principles, practices, procedures and techniques of instruction. 2.

Knowledge of a broad range of material/supply functions, operations, program requirements, source availability, and work methods; knowledge of data entry and processing of supply transactions in an automated supply system; ability to receive, screen, review, and verify supply documents and resolve discrepancies.

Ability to apply analytical methods and techniques to resolve complex problems and/or deviate from normal management procedures or program requirements; ability to read, interpret, and apply applicable reference material, such as supply regulations, manual, catalogs, records, orders, etc., to accomplish tasks and resolve complex problems; skill in standard mechanical repair procedures as they apply to aircraft maintenance procedures is desired.

Ability to recognize and analyze problems, conducts research, summarize results and develop timely and economical solutions; ability to analyze, evaluate, and accomplish special training studies and projects.

5. Ability to effectively communicate orally and in writing. 6. Working knowledge of the procedures for preparing solicitation documents necessary to satisfy operational requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans and manages total support requirements Manages trainers and training equipment for Field Training's worldwide detachment operations Manages Training Group's training aircraft engine program Conducts extensive searches for information pertaining to complex and/or unusual equipment transactions and patterns.

Prepares documents and reviews the technical and economic data on user request Provides support for production, overhaul, repair, or other operations for equipment and/or parts requiring special handling.
