Full Job Description

This position is part of the Department of War Information Activity.

The incumbent will be responsible for for serving as a project lead and authoritative specialist for the creation and lifecycle maintenance of DINFOS courses, applying the ADDIE model (Analysis, Design, Develop, Implement, and Evaluate) to develop resident, non-resident, and blended learning solutions.

You may qualify at the GS-12, if you fulfill the following qualifications: A.

One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Applying instructional systems design (ISD) methodologies such as ADDIE across the full instructional lifecycle (analysis, design, development, implementation, and evaluation) to design, develop, implement, and evaluate resident, distance learning, or blended training programs for adult learners.

Conducting job, task, and learning analyses to translate operational or occupational training requirements into measurable learning objectives, instructional strategies, and curriculum products.

Leading or coordinating curriculum development efforts with subject matter experts, instructors, and multimedia specialists to produce instructional materials such as lesson plans, assessments, rubrics, and multimedia learning content.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1750 series.

Basic Requirements: Degree: A bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

The course work must have included study in at least four of the following five areas: 1.Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2.Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3.Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4.Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5.Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

As a Instructional Systems Specialist at the GS-1750-12 some of your typical work assignments may include: Serves as an Instructional Systems Specialist within the Defense Information School (DINFOS) Course Development Office responsible for the creation and lifecycle maintenance of joint-service training programs supporting Department of War (DoW) public affairs and visual information professionals.

Leads curriculum development projects using the ADDIE instructional systems design methodology, guiding faculty, subject matter experts, and multimedia specialists in the development of lesson plans, assessments, and interactive instructional materials for resident, distance learning, and blended learning environments.

Conducts detailed occupational, job, and task analyses to translate military Service training requirements identified through Training Task Selection Boards (TTSBs) into measurable learning objectives and effective instructional strategies.

Designs and implements metrics to assess learning outcomes and training effectiveness, analyzing results to inform curriculum improvement.

Maintains official course documentation, instructional materials, and curriculum audit trails to ensure alignment with accreditation standards, DoW policy, and DINFOS curriculum development processes.

Advises faculty, program managers, and the Vice Provost for Academic Services on instructional design practices, adult learning theory, and the integration of educational technologies to enhance the quality and effectiveness of DINFOS training programs.

Supports curriculum governance and academic planning processes by participating in TTSBs, In-Progress Reviews (IPRs), and related working groups to ensure DINFOS courses remain aligned with evolving Service training requirements.
