Job Description

Summary

This job involves inspecting offshore oil and gas well operations to ensure they follow safety and environmental rules, identifying problems, and taking action like shutting down risky facilities.

It also includes training other inspectors and working with engineers on permits and new tech.

A good fit would be someone with hands-on experience in oil and gas inspections, strong attention to detail, and comfort with travel and physical demands like climbing ladders and helicopter rides.

Key Requirements

  • One full year of specialized experience equivalent to GS-11 level, including conducting inspections of MODUs for BSEE and environmental compliance

The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.

Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is defined as demonstrated experience: 1.Conducting inspections of MODUs to ensure compliance with all BSEE and environmental regulations. 2.

Reviewing permits, modifications, and new technologies with District Engineers and the Supervisory Inspector to develop strategies for inspections. 3.

Preparing and issuing Incidents of Noncompliance, properly referencing the National Potential of Indicators of Non-Compliance (PINC) List, completing BSEE Form 1832, and clearly explaining violations and enforcement actions to operators.

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of America Region, Office of the Regional Director/Deputy Regional Director for DOIE, District Field Operations/Lake Jackson District, Well Operations Section/Well Ops Inspection Unit in Angleton, TX.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. Serves as the lead in training and in making recommendations for inspectors.

Assists other inspectors as needed on complex inspection issues. 2. Conducts inspections of MODUs to ensure compliance with all BSEE and environmental regulations.

This includes facilities with known safety and environmental problems or hazards, such as those which contain H2S. 3.

Orders the shut-in of facilities, operations or parts of operations which pose an immediate threat to personnel, property, or the environment. 4.

Prepares incidents of noncompliance issued, ensuring they are properly prepared, completed and properly references the National Potential Item of Non-Compliance (PINC) List. 5.

Completes BSEE Form 182 and clearly explains violations and enforcement actions to operators.

The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid.

Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Physical Requirements: Occasional walking, bending, stooping, and climbing tall ladders during inspection of offshore oil and gas facilities.

Helicopter, marine vessel, and automobile travel is required.

The employee must successfully complete helicopter underwater egress and swing rope training on a recurring basis in accordance with policy.

As defined by the BSEE medical standards program, you will be required to pass a pre-employment medical examination as a condition of employment.

Work Environment: Scheduled and unscheduled offshore overnight stays, as well as weekend duty assignments. Weekend duty assignments are required by the position and are scheduled throughout the year.

Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.

Salary Information: $103,225 (Step 1) - $134,195 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
