Job Description

Summary

This entry-level trainee position involves learning to inspect properties in Pasadena to check for violations of local building, housing, and zoning rules, investigating complaints, and issuing warnings or citations as needed.

It includes fieldwork like visiting homes and apartments, plus office tasks such as preparing reports for hearings.

Full Job Description

Under direct supervision and as part of a training program, an Inspector Trainee conducts a wide variety of activities including field inspections to ensure compliance with local ordinances, codes, regulations, and conditions of approval; responds to and investigates property related code complaints; issues written warnings and citations related to property based code violations; presents cases of non-compliance with codes to the Code Enforcement Commission; performs related work as required.

THE IDEAL CANDIDATEThe ideal candidate will have experience in code compliance matters, including but not limited to, conducting on-site inspections and investigations specifically related to code enforcement work, and will possess excellent communication, time management, and problem solving skills.

Requirements

  • Learns and performs with increasing independence the duties of Code Compliance Officer.
  • Conducts a wide variety of activities including field inspections to ensure compliance with local ordinances, codes and regulations.
  • Drives to various locations throughout the city to inspect multi-family housing units as part of the City's Quadrennial Inspection Program, and one and two-family dwellings as part of the City's Presale Program.
  • Reviews Conditional Use Permits as part of the Condition and Mitigation Monitoring Program.
  • Conducts proactive code compliance inspections of properties, issues notices of non-compliance (warning notices) and citations where violations of City codes have occurred, and performs office follow-up activities.
  • Receives training to gain a working ability to read and interpret housing, property maintenance, building, and zoning, codes; and apply such codes during site inspections.
  • Under direct guidance may be required to prepare staff reports and present cases of non-compliance before the City's Code Enforcement Commission and refer cases to the City's Prosecutor's Office.

EDUCATION AND EXPERIENCEAny combination of education and/or experience that provides the knowledge, skills, and abilities necessary for acceptable job performance, such as: One year of experience in the building, planning, construction, building maintenance, parking enforcement, parks and community policing support and/or rehabilitation fields.

SELECTION PROCESSThe selection process may consist of a training and experience evaluation, written test, interview panel, department-level interviews, and possibly an online assessment.

This position is in the Non-Represented Non-Management salary schedule.

VACANCY INFORMATIONThere is currently one vacancy in the Planning and Community Development Department, which may be filled as a result of this examination.

Other vacancies occurring in the next several months may be filled from the established eligible list.

Additional Information

Possession of a Class C California Driver's License and a satisfactory driving record is required at time of appointment and as a condition of continued employment.

Must provide and be able to drive an operable motor vehicle for the purpose of performing field inspections and other related duties.

Must pass PC 832 certification through the State of California by the end of probation and as a condition of continued employment.

An Inspector Trainee may be required to enroll in school for related education courses in inspection technology. Weekend and evening assignments may be required.
