Full Job Description

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served.

Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound.

Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

Seattle City Light is currently investing in power grid modernization with multiple OT computer system projects for power grid management and control that address substation, distribution and power plant facility operation and automation.

The OT infrastructure platform is fundamental to successful grid modernization.

City Light OT infrastructure in power plants and substations is in the process of being upgraded and expanded to successfully deliver grid modernization that is planned with the OT/UT Roadmap.

This position supports the staffing resources that are needed for expanding SCL OT infrastructure.


The role of this position is to apply advanced knowledge, skills and practical experience with servers, workstations, networking, data communications, cyber security and NERC Critical Infrastructure Protect (CIP) standards to develop, operate and maintain the highly available 24x7 OT infrastructure that includes:

  • Servers and Workstations with Linux and Windows OS
  • Network switches, Physical Security and Access Control systems and Intrusion Protection and Detection systems
  • Other computer infrastructure systems and services, hardware, and software

This position will report to the Manager of OT Infrastructure & Compliance for the Power System Automation (PSA) Unit in the Utility Technology (UT) Division.

Requirements

As an experienced Infrastructure Integrator, ensure the delivery of supportable and reliable OT infrastructure that meets the SCL required service levels for control and situational awareness.

This role will be responsible for OT implementation as well as operations and maintenance support.

OT infrastructure changes require precise collaboration with OT/UT application teams, control room dispatchers, communications, cyber security, substation and power plant engineering and regulatory compliance stakeholders.

The responsibilities of this position include but are not limited to following duties.

  1. Develop and maintain high quality computer support processes and design standards for:
    1. High availability, redundancy and operational continuity.
    2. Configuration management.
    3. NERC compliance.
    4. Monitoring, logging and notification for reliable operation, change management, cyber security protection, physical security and intrusion detection.
    5. Quality assurance to ensure that as-built changes are NERC CIP compliant and meet the design standards.
  1. Interface with OT infrastructure stakeholders and vendors to:
    1. Collaborate on the design of business and system requirements to plan the OT infrastructure roadmap.
    2. Serve as one of the central points of contact for infrastructure and operations concerns.
    3. Maintain lifecycle management of OT infrastructure.
    4. Maintain system performance metrics and reports.
    5. Liaison with SCL OT infrastructure stakeholders, vendors and consultants, including Seattle IT.
    6. Ensure compliance with regulatory standards.
  1. Develop and support system changes that include:
    1. OT infrastructure, operating system and application patches and upgrades.
    2. Configure, test and deploy servers and workstations.
    3. Hardware, software and data recovery.
    4. System interfaces, performance and reports with vendor supported software.
  1. Participate in 24x7 call-out support rotation.


Qualifications

Required Qualifications:

In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Education:
Bachelor's degree in Engineering, Technology, Computer Science, Technology Management, or a closely related field, or a combination of education and experience which provides an equivalent background required to perform the work.

Experience: At least five (5) years of progressively responsible experience in an Operational Technology Infrastructure environment.

This could include experience in regulatory compliance, information assurance, security operations, systems engineering and security policy development/administration for Operational Technology and/or SCADA system environments, preferably in an electric utility.

License, Certification and Other Requirements

You must hold a current valid state issued driver’s license from any US state to be verified prior to start date. Out of state license holders will be required to obtain a WA state license within 30 days of hire.

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

Technical Knowledge Requirements:

  • Knowledge of OT authentication, authorization and access control methods.
  • Knowledge of system and network infrastructure deployed in field sites.
  • Ability to plan, manage and execute multiple tasks and projects within defined timelines.
  • Strong understanding of Operational Technology trends, risks and security methods.
  • Strong understanding of cyber security best practices for electric utilities.
  • Excellent analytical ability, problem-solving and collaboration skills.
  • Excellent verbal, written and presentation communication skills.

Experience with:

  • Experience with NERC-CIP or other cyber security regulatory compliance.
  • Operational technology communications networks.
  • Application of cyber security and compliance best practices for OT/SCADA systems.
  • Coordination of activities which impact engineering, field crews and operations personnel.

Preference will be given for applicants who possess the Desired Qualifications:

  • Knowledge of network and operating system hardening techniques.
  • Knowledge of basic cyber operations activity concepts (e.g., footprinting, scanning and enumeration, penetration testing, white/black listing, etc.).
  • Willingness to learn and accept responsibility, comply with safety rules and regulations, work efficiently, effectively and independently.
  • Ability to work in a fast-paced government technology environment; to work as a productive member of a professional team, as well as initiative to be a self-starter; ability to work under pressure, multi-task and rapidly changing priorities.
  • Strong interpersonal and communication skills both verbal and written.
  • Strong familiarity with NERC Critical Infrastructure Protection Reliability Compliance.
  • Experience in project management.
  • Background in operational technology for the power grid.
  • Electric utility experience is strongly preferred.

Additional Information

The full salary range for this position is $56.81 to $82.28 per hour.
