Full Job Description

The Iowa Judicial Branch is seeking an Information Technology Support Specialist to serve on the Proprietary Application Support Team.

The Proprietary Application Support Team delivers support to the Judicial Branch’s employees on how to use various types of proprietary software programs efficiently and effectively in fulfilling business objectives.

This position blends hands-on technical support, proprietary application troubleshooting, system maintenance, and end-user support.

This includes troubleshooting applications and software for all internal court staff.

The Information Technology Support Specialist is responsible for supporting, maintaining, and improving in-house applications.

This role focuses on troubleshooting, database interaction, scripting, end-user support, and collaboration with development and business teams to ensure stable, reliable system operations.

The starting salary for new State of Iowa Judicial Branch employees is expected to be at the base of the pay range. The pay range for this position is $63,627.20 to $101,649.60. Adjustments may be made if the successful applicant has relevant experience above minimum qualifications.

Technical Skills & Experience

  • Working knowledge of T-SQL and PL/SQL, including understanding existing queries and creating new ones as needed.
  • Experience connecting to SQL Server and Oracle databases, including familiarity with connection configuration (e.g., TNS setup, connection strings).
  • Hands-on experience with SQL Developer (Oracle) and SQL Server Management Studio (SSMS).
  • Proficiency with Microsoft applications, especially Excel, Access, and SharePoint.
  • Basic experience with shell scripting, including navigating directories, listing files, and opening/editing scripts in QA and production support environments.

Under the direct supervision of the IT Manager – Software Development, candidates will:

  • Troubleshoot software and application issues, documenting investigation steps, resolutions, and outcomes in the ticketing system.
  • Validate fixes and enhancements in supported environments and perform follow-ups to ensure issues are fully resolved.
  • Maintain and improve performance, reliability, and usability of in-house applications.
  • Analyze recurring issues and trends, recommending long term fixes and process improvements.
  • Prioritize and manage defect resolution and enhancement work based on business impact and operational needs.
  • Write, review, and execute scripts to assist with troubleshooting, diagnostics, and issue resolution.
  • Identify end user training needs and provide documentation and support to improve system understanding and adoption.
  • Communicate clearly with end users, developers, and management, including deescalating concerns when necessary.
  • Support and mentor junior team members.
  • Other duties as assigned.

Additional Information

The incumbent must meet the minimum requirements to qualify for the position.

  1. High school diploma (or high school equivalency diploma).
  2. Three (3) years of experience in computer science or related experience.

Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.

Preferred Qualifications

  1. Associate’s degree in computer science or information technology.
  2. Experience working in or transitioning to Agile methodologies.
  3. Familiarity with Power Platform tools, such as Power BI (reporting) and Power Automate (SharePoint task automation).
