Full Job Description

As a Mission Operations Manager, within the Networks and Telecommunications Services (NaTS) Service Line Integrated Operations Office, you will be responsible for enhancing modernization of facilities, systems, and procedures, and managing schedules, resources, and security of the systems that deliver IT services.

You will lead a team of highly skilled specialists in disbursed geographical areas in a 24x7 environment to integrate, operate, and secure enterprise and mission network systems.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Coordinating cross-organizationally to collaborate, research, learn, and implement operational capabilities; Assessing service delivery effectiveness utilizing a wide range of qualitative or quantitative methods; Developing and delivering briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations, including collaborating across service lines as necessary.

AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  • Serve as the MSFC NASA Communications (NASCOM) Mission Operations Manager (MOM).
  • Provide oversight, guidance, and direction of work as it relates to network operations, voice services, data transit, and security infrastructure in direct support to the Office of the Chief Information Officer’s (OCIO) mission customers.
  • Advance the integration of Mission Operations into the NASA Integrated Operations Center (NIOC) ensuring resolution of policy and process integration, training, and development.
  • Communicate effectively to ensure accurate and timely situation awareness to Integrated Operations (IO) and Network and Telecommunications (NaTS) leadership.
  • Maintain situational awareness of assigned services and support during non-prime business hours as needed to support mission customers.
  • Oversee MSFC NASCOM Operations’ performance management and policy/process compliance (management controls for Objectives and Key Results, Key Performance Indicators, Key Risk Indicators).
  • Monitor and provide effective surveillance of contractor performance against contract statements of work (SOW).
  • Work across various organization including support contractors, commercial carriers and customer technical staff to ensure reliable services to customers.
  • Ensure effective communications with NASA Communication Systems Operations (NASCOM) Element Lead and NASCOM customers, providing timely and accurate updates to network status.
  • Oversee coordination between NASCOM and contractor staff and commercial service providers to ensure prompt resolution of events affecting NASCOM customers.
